Job Summary:

  • Head of Service Managing four teams (led by a Team Leader) Leading a programme of large (and some smaller) transport projects.

Key Duties/Accountabilities:

  • To co–ordinate, manage and drive an exceptional, high quality, high performing Transport Projects Service in support of the council s net zero carbon and cleaner, greener safer priorities and improved outcomes for residents and the borough.
  • To lead and manage the Transport Projects Service, specialist advisors and service representatives, working in collaboration within and on behalf of other council services, teams and with residents and community organisations, borough partners and supporting the council s vision, values and behaviours.
  • To co–ordinate all aspects of the Transport Projects Service, including programme governance, project delivery, research, promotion, funding bids, performance management and reporting in relation to the Transport Projects Service including: Project management of large transport projects, including public space improvements, redesign of junctions, new cycleways, road danger reduction schemes, and greening and accessibility projects
  • Project management of complex traffic management schemes, including Liveable Neighbourhoods, Low Traffic Neighbourhoods and Lorry Control schemes
  • Internal coordination across council departments, services and teams
  • Strategic coordination with other transport operators, most notably Transport for London and neighbouring boroughs.
  • Contributing to transport policy, strategy and action planning.
  • Oversee the effective management of programme capital and revenue budgets including ensuring the team delivery value for money, operates robust monitoring, forecasting and corrective action supported by effective use of management information and data.
  • Co–ordinate the development of programme and project funding strategies including the identification, submission and securing of grant and other (match) funding.
  • Develop a commercial approach to programme delivery including development of business cases and the identification of new income streams, identification of innovative and alternative delivery models and the procurement of services.

Take responsibility for co–ordinating, managing and enabling all aspects of service delivery including commissioning key projects, delivery with other departments, services and other organisations to support the council s key commitments and objectives, including funding strategies and resident and partner engagement.

  • Working alongside the Service Director, report on and advise the council and Corporate Director on new developments, industry innovation, good operating practice and regional / national policy and the implications for the council in relation to transport projects services.
  • Exercise responsibility for the delivery of statutory obligations and act and operate to the highest standards in accordance with the council s plans, financial regulations and Standing Orders, ensuring the provision of an exemplary service to the council and its partners.
  • Strategy Development & Programme Planning.
  • Working alongside the Service Director and senior management team, co–ordinate the development and delivery of evidenced based strategies, programme plans / action plans and annual service plans with services and teams, the service directorate and department incorporating key programmes, projects, targets etc. engaging managers, other services, councillors and staff in their development.

Essential Experience Required:

  • Track record of successfully operating as a senior leader and manager at senior operations / service head level in a large, complex and comparable environmental and programme delivery setting (local authority, public sector organisation or equivalent).

  • This position is Inside IR35.
  • Grade: PO11.
  • Reports to: Director Climate Change and Transport.
  • Your team: Transport Projects Service.
  • Number of supervisees: up to 25 staff.
  • Management of the Transport Projects budgets, with responsibility for budgets up to GBP10m.
  • Roaming workstyle: 2 to 3 days in the offices around the borough and on–site across the borough, and the remaining days working from home.
