MMP Consultancy are working alongside a fantastic public–sector organisation to recruit a Head of Service (Finance) to join them on an interim contract in Bristol. Please note this will be a predominately remote working role with occasional visits to the office.
This role is responsible for all aspects of financial management, providing professional leadership and vision to a breadth of multi–faceted finance teams, setting expectations and performance standards across the service, ensuring there is an effective Business Partnering and financial management facility, provided to all council services.
Responsibilities:
Be the deputy s151 officer and deputise for the Director of Finance as appropriate in a local, regional, and national context.
Support the Director of Finance in playing a key role in the development of the council's financial framework, underpinning strategies and operational plans, in line with the agreed deadlines and to the highest standard.
Provide professional leadership and expertise for the service and operate across organisational and professional boundaries to develop good practice and improve council–wide financial management in line with the CIPFA Financial Management Code.
Leading a strong financial management team, right sized with a supportive culture, focus on continuous improvements, customer centricity, providing insightful predictive analytics, firm understanding of how to address friction points in the business, and equipped with the right set of tools in place for optimising opportunities, increasing profitability, and adding value across the organisation.
Ensure efficient and effective financial monitoring processes are in place that provide timely management information and facilitate corrective and mitigating actions, governance, and stewardship of public monies, advising senior officers, members and stakeholders on strategic financial performance, pricing, and investment outcomes.
Provide expert advice and guidance to officers, strategic leaders and elected members on medium term financial plan, capital strategy and annual budget, integrating the approach with transformation programmers and using wider financial context locally and nationally to ensure the council's financial resilience.
Facilitate an awareness throughout the function of the wider financial context (local, regional, national, and global) and provide advice to senior officers and members on developments and changes that will have an impact, either positively or negatively, on the council's resilience, stability, service delivery and performance and to influence financial debates at a local and national level, in the best interests of the council.
Co–ordinating the service planning and development programmes within finance, monitoring performance management arrangements to ensure the corporate vision and strategic objectives are being translated into service delivery action, recognising its significant contribution to corporate change programmes and service improvement plans.
Skills Required:
CCAB (or equivalent) qualification with considerable post qualification experience and evidence of
continuing professional development.
Significant and diverse experience at senior level of working with and influencing senior
stakeholders such as external auditors, and/or executive level directors, as well as multi–disciplinary
teams to achieve service outcomes in a large and complex organisation.
Demonstrable knowledge and application of public sector governance structures, legislation,
financial regulation, codes of practice and accounting policy, through a full financial cycle.
Substantial experience of managing complex financial systems or procedures and/or evaluating
innovative propositions and identifying solutions that convert concept to reality with effective means
of financing its long term delivery.
Extensive experience of strong leadership skills, ability to demonstrate credibility, promoting good
financial management practice within the business and achieving targets through successful
motivation, development and delegation to directly supervised staff
