About you:As the Head of Procurement will manage Access's external spend ensuring value for money. We are looking for an experienced Procurement or Vendor Management specialist to lead the development of key supplier relationships. You will take responsibility for the full procurement journey and for driving a culture of best practice and compliance, you will work with a range of stakeholders, influencing and constructively challenging them to realise opportunities and find tailored solutions to their requirements. Driving continuous improvement and challenging the status quo are central to this role as well as identifying new strategic opportunities and informing commercial decisions through business intelligenceYou will have CIPS membership or equivalent experience together with working knowledge of contract law and OJEU.A proven track record of strategic sourcing and procuring a wide range of goods and services is essential as well as substantial experience of running legally compliant tenders, managing mini competitions from existing frameworks and advising on complex tender documentation. You will be an effective communicator with demonstrable influencing skills and the ability to analyse and interpret complex data. Experience of managing a team is key to this role as well a customer focused and commercial approach.Day–to–day, you will: The management and compliance of all procurement spend across the organisation Identify, analyse and negotiate all cost–saving opportunities with current and new suppliers. Carry out a comprehensive review of the Procurement Function and its methodology identifying and implementing improvements to drive down and optimise spend. Establish relationships with suppliers and agree terms and conditions setting up framework purchasing agreements and negotiating contract. Foster close working relationships with internal stakeholders across the business Cost analysis construct detailed cost models/purchase price analysis of goods and services. Actively manage vendor / supplier performance. Review and report on performance of area. Present Procurement performance update and achievements at internal meetings. Development of the procurement function into a robust, client facing operation which deploys best practice commercial solutions across all categories Own acquired business vendor spend, to ensure we deliver on the Value creations plans set: remove, reduce, optimise To lead the effective planning / execution, timely delivery and further development of the Access Responsible Procurement Strategy and its commitments on net zero, supplier diversity and sustainable procurement Develop policies, standards and procedures for Procurement, ensuring legislative and regulatory compliance Develop technology roadmap for Procurement, including user toolsAs a well–rounded procurement leader, your skills and experiences likely include: Considerable experience of procurement / purchasing, with experience of setting up and rolling out company–wide processes for procurement/supplier management Accountable for controlling and reducing external spend whilst developing a robust supplier base and onboarding processes Competent with analytical modelling tools, so to balance good versus bad business Strong negotiation and persuasion skills ability to influence financial outcomes with vendors. Previous experience of overseeing supplier performance and relationship programmes to optimise supplier delivery to achieve best value. A solid understanding of EU procurement regulations preferably gained whist working across both Public and Private sector procurement environment Solutions driven, confident and friendly approach in dealing with clients.
