625 per day
Location: Preston
Akton Resourcing are currently working with a local authority to recruit a Programme Manager to join the team on a 6–month contract. The role holder will be responsible for providing leadership for a Resources Directorate level area including strategic priority initiatives, managing oversight and delivery of a sub portfolio of projects and programmes, acting as the interface to senior stakeholders, as well as supporting the shaping and delivery of projects, business cases, controls and providing regular reports to the Strategic Improvement Board.
Main Responsibilities:
The Programme Manager will be responsible for a Directorate level portfolio of programmes/projects. The role will include delivery/support of:
Head of Service in developing the function and service offer.
PPMO management team and role model the skills, knowledge and behaviour of a programme manager.
Professional advice and support to the Executive Director and their Leadership Team.
Shaping ideas through business case process for board approval into the Change Portfolio.
Business case creation using key stakeholders for produce, review and approve.
Producing reports for strategic boards.
Dependency management across projects and wider directorate delivery with other programme leads.
Interface to key leads for planning, resource management, benefits and budgets.
Experience of using waterfall or agile methods as appropriate.
Experience of using appropriate PPM tooling and Microsoft tools.
Management of staff as required.
Qualifications:
Professional and/or academic level qualification or equivalent or substantial vocational experience in a relevant technical, scientific, specialised or operational field.
Experience:
Significant experience in a technical/specialist advisory role within a large and/or complex operation/function/service.
Experience of working across services within multidisciplinary teams; providing the technical lead of projects and teams outside of direct line management.
Experience of policy and procedural development and implementation across the area of responsibility.
Innovative and creative delivery services within a changing and challenging financial environment.
Knowledge and Skills:
Ability to build relationships and influence, develop and motivate both internally and externally.
Authoritative knowledge of the application, principles, theory and practice of the specialist area of responsibility.
Ability to apply technical/specialist judgement to ensure service area objectives are achieved.
Ability to develop, plan, organise and implement a range of complex activities and priorities within a focused area of service.
Ability to develop policies and procedures in line with legal and statutory regulations and local initiatives.
