HR Services Lead/ HR Business Partner
I am working with a Public Sector Organisation based in Slough who are looking for a HR Services Lead/ HR Business Partner for 3 Months Initially.
The role is full time, to start ASAP and paying up to 400 Umbrella per day. The role is in scope of IR35.
Job Purpose
- Reporting to the Employee Relations and Policy Manager, post holder will be managing a team of HR Business Partners; Senior HR Officers and Support Officers on a day–to–day basis, providing a professional, effective and efficient HR service to our customers in Slough Borough Council. This is through offering advice and guidance on the application of employment legislation, policy and procedure, modernisation of services and the management of change. Focus to employee relations and reaching a resolution to issues, which benefit the organisation.
- Develop a business partner model of working and customer–focused relationship with portfolio services, keeping up to date with service priorities, challenges and initiatives through management meetings.
- Advise managers within directorate / service portfolios to apply creative solutions within HR frameworks and policies. Identify, assess and mitigate high–level risk in relation to people management issues. Understand the political sensitivities of the service areas to challenge and influence managers in the appropriate manner.
- Provide professional support and guidance to managers on employee relations' issues, taking the lead on complex and high–profile casework. Work in partnership with Trades Unions to develop and maintain effective working relationships with employees and the recognised trade unions.
- Act as mediators and facilitators to advise the HR team on strategies for dealing with employee relations' cases at an early stage to avoid complex formal disputes. Support and advise Senior Managers on second Stage hearings.
- Change Management: Take the HR lead on identified change management projects including service restructures and TUPE transfers. Take a project management approach to support managers to drive through change to create cost effective structures to achieve business objectives. Ensure structural changes to the organisation are sustainable and support managers to embed structures and cultural changes and deliver an effective service within significant budget constraints.
Duties and Responsibilities
- To provide a high quality, comprehensive and professional Human Resource
- advice and support service to assist management and employees in meeting the
- needs of the corporate objectives.
- Lead, organise, develop and motivate employees within assigned service areas. Will also take lead responsibility as HRBP for one Directorate
- Management of performance, appraisals, training and development requirements, recruitment and selection, discipline and grievance, absence management.
- Work strategically with Directorates to ensure all people management issues are dealt with robustly and following legislation.
- Coach, guide and advise managers so they are skilled and equipped to handle challenging people management and development issues
- To build on own and teams knowledge and experience, keeping abreast of developments in employment legislation and case law and to be pro–active in ensuring managers are appropriately briefed on relevant changes in new legislation.
- Constructively and proactively, contribute to the development and achievement of business and annual planning processes, ensuring clarity of performance indicators and targets to implement agreed strategy and meet customer expectations.
- Ensure the provision of services and provide information in accordance with organisational procedures and guidelines.
- Work collaboratively and productive relationship with service areas with senior managers and other stakeholders to deliver council priorities, achieve objectives and deliver high performance outcomes, establishing professional credibility
- Ensure processes and systems are in place to monitor and review service delivery and the achievement of agreed objectives and performance criteria.
- Provide advice and guidance to internal and external customers / members of the public on complex processes and situations, referring serious issues as necessary.
- To provide a professional dedicated Human Resources advisory service to all customers internal and external. Supporting the delivery of the HR Strategy at all levels in the organisation including developing the people management capability of line managers.
- Build effective relationships with customers internally and externally to ensure smooth delivery of tasks and activities to provide high levels of customer service.
Skills & Knowledge
- Experience of managing a HR Business Partnering function and working at senior level ideally in a public sector environment
- Experience of working in a Senior HR generalist environment including the following areas:
- Employee relations/employment law
- Discipline and grievance investigation and hearings
- Absence management
- Performance Management
- Change Management including redundancy
- Liaising and negotiating with Trade Unions
- Significant practical experience acquired through a combination of training and working in a relevant area managing across a technical or professional area, demonstrating self–development and an enthusiasm for continuous learning.
- Experience of working successfully in wider internal and external partnerships and collaborative ways of working to support the development or implementation of new and flexible ways of working.
- Experience of financial / budgetary management.
- Proven record of accomplishment of embracing digital approaches and new ways of working to achieve quantifiable efficiencies.
- Strong level of digital literacy, including office software suites and flexible ways of working (e.g. video conferencing, remote working).
- Ability to interpret and analyse performance and finance information to feed into practice improvements and contribute to business planning.
- Ability to plan and organise work to produce a high level of output to quality standards, with an interest in getting involved in longer term developments of the service. Able to work to tight deadlines and timescales
- Experience in facilitating change and transformation, developing productive and collaborative ways of working with colleagues and stakeholders, leading and motivating others to achieve continuous improvement.
