Connect2Luton are excited to recruit a Housing Asset Senior Project Manager on behalf of Luton Borough Council within their Children Services department.

Main purpose of position:

Provide a high–quality professional Senior Project Management service with responsibility for the commissioning and delivery of major and complex programmes of building construction maintenance work to fulfil statutory requirements and support the Housing Asset Management Strategy and Business Plan as regards the condition, repair and building works of the social building fabric of Luton Council properties.

To lead and manage and develop a team of Project Managers to both commission and monitor BTS' building construction services, providing support in accordance with agreed policies and procedures.

Contribute as a key member of the Housing Asset Management team with overall departmental management, including short and long term strategic direction and the achievement of its social, financial, commercial and operational objectives

As an Asset Senior Project Manager, you will be responsible to:


Strategically manage and lead the Housing Asset Project management team in the commissioning and delivery of major programmes of work, maintaining assets in accordance with the Council Investment Plan and identified through cyclical maintenance works

To provide leadership and professional management related to the delivery through contract management for the preparation of specifications, contract documentation, tender application, submission and evaluation processes, carrying out risk assessments and assuring compliance with HSE regulation, contractual obligations and delivering value–for–money. The nature of the work covers domestic and commercial projects, major refurbishments, also extensions and new build developments on behalf of the authority and external clients, ensuring that designs and work are fit for purpose

Manage the team budgets in close liaison with the Housing Asset Manager. Assess financial performance against forecasts and where necessary take corrective action to ensure targets are met. Check, verify and authorise relevant invoices for payment and inform the Housing Asset Manager of any possible recharges or Consultation under section 20 of the Landlord and Tenant Act 1985. Produce monthly and quarterly budget reports for presentation to Housing Asset Manager

Efficiently manage the preparation of specifications, drawings and contract documentation related to repairs, maintenance and ancillary works, ensuring that contracts are tendered in accordance with defined procedures and embracing partnering concepts where applicable

Ensure that accurate and up–to–date records and attribute information are provided to the Housing Asset Manager and maintained in the Council's Housing Asset Information Systems. Furthermore assure that effective and regular communication is maintained with: – the Housing Asset Manager – Scheme managers – Generic Housing Officers – Tenants – Senior management

Monitor and manage the performance of contractors and specialists using defined performance frameworks and quality auditing. Accompany the statistical data to measure quality and make sure feedback obtained is reported to senior management and used to improve systems and processes

Develop relationships with partners and stakeholders and provide technical advice to staff, members and residents as required. Prepare technical reports as directed by the Housing Asset Manager. Ensure that maintenance programmes are co–ordinated with responsive repair and void teams to avoid duplication and to deliver a cost effective service

Identify new processes, technologies and good practice measures. Develop the post and contribute towards development of the division and commercial service and to continually improve service delivery to customers

Lead and motivate staff and ensure they have access to all Council and BTS policies and procedures and are working in line with these and all other relevant regulations and legislation, including prescribed standards of probity

Skills and Experience

  • Substantial experience of specifying and implementing building construction / maintenance projects at a senior level
  • In depth experience in contract & project management including budget setting and monitoring
  • Experience of Local Government democratic practices and procedures with focus on Social Housing
  • Housing associations experience
  • Able to survey, inspect and measure dwellings
  • Demonstrable people management skills
  • Demonstrable communication skills to deal with public / agencies with ability to consult / influence and negotiate
  • Able to interpret written requests, drawings and produce project briefs and technical reports
  • Able to use own initiative within defined procedures and contract conditions
  • Able to accurately maintain manual and computer databases
  • Able to work to deadlines and maintain expenditure within budget allocations
  • Able to produce comprehensive technical specification, drawing and contract administration documentation
  • In depth experience and proficiency with contract management / admin and health & safety, environmental procedures
  • Recognised degree qualifications related to the Construction and Building industry or equivalent professional qualification
  • Chartered member of relevant professional body i.e. CIOB, RICS
  • Able to attend meetings and undertake work outside normal office hours, including weekends and able to respond to emergencies outside normal office hours
