Service Delivery

Alongside other Directorate FBPs, produce a rolling, multi–year budgeted delivery plan for Ofgem . Produce an annual budgeted delivery plan for Directorate, managing and prioritising spend against agreed organisational/directorate objectives/forward work plan.
Lead on medium term financial planning and spending review activities for Directorate.
Manage monthly and quarterly processes to track in year and forecast

Multi–year, rolling budgeted plan at Directorate and contribution to rolling Ofgem planning.
Financial training to all Ofgem SCS annually and ongoing financial awareness and education.
Robust financial planning and Monthly and quarterly budget tracking
Accurate timely MI working with management accountants
Provision of Financial guidance and advice to wider Ofgem stakeholders
performance, and support delivery against agreed financial plan.
Provide accurate and timely management information to budget holders to support effective decision making.
Working with Finance colleagues, ensure effective provision of the full range of financial services to the Directorate including advice on budget assumptions, cost and workforce management and compliance requirements with Cabinet Office, HMT and Ofgem spending rules.
Provide financial input into relevant change proposals and ad hoc projects to support continuous improvement, building capability and financial rigor of forward plans.
Maintain an up–to–date record of financial risk, priority spend opportunities and spend control levers for each Directorate.

Financial Expertise

Provide constructive challenge and advice Directorates business, workforce andinvestment plans to encourage sound long–term thinking. Champion change and continuous improvement to deliver improved financial performance and value for money.
Identify appropriate solutions/options to support Ofgem and Directorate to address financial risks.
Act as a financial coach to the business by improving the financial and commercial capability of non–Finance staff.
Ensure Directorate decisions are based on accurate, up–to–date information and in line with agreed plan by providing robust, timely financial input.
Provide technical accounting advice, including upskilling and training.
Deliver consistently high standards of financial compliance, risk mitigation and valuefor money within Directorate, through influencing and explaining complex financial information in a clear way.

Relationship management

Be a trusted advisor to the Directorates leadership team. Monitor financial
performance against plan and ensure that robust financial practice is embedded in day to day activities and provide insight and supportive challenge to the business.
Attend relevant Directorate meetings on a regular basis to provide support and advice in real time, and be seen as a member of the Directorate SMT.
Work effectively with senior stakeholders, senior colleagues and members of finance team (both inside and outside Ofgem as required) to support provision of financial service and relevant advice.
Work jointly with HR counterpart to ensure effective workforce planning and management.

Person specification

  • Successful track record of financial business partnering and business/ workforce planning at a senior level.
  • Strong technical finance ability with experience of working with senior financial and non–financial colleagues to deliver improved performance and value for money.
  • Part or fully CCAB or CIMA qualification.
  • Excellent ability to advise, challenge, support and influence stakeholders whilst maintaining strong relationships.
  • Excellent written and oral communications skills and the ability to present complex data in a way to influence and create understanding.
  • Strong understanding of business areas finances, cost drivers and workforce strategy, with the ability to advise on risks and provide insight to enhance decision making.
  • Data management and modelling skills with the ability to provide insight.
