Spencer Clarke Group are working alongside a local authority based in Sutton to appoint a talented Head of FM on a permanent basis.

As Head of FM , you will be Responsible for Facilities Management services covering both hard and soft service delivery functions and the management and performance of FM partners.

This role forms part of the Assets Division Senior Management Team which has collective responsibility for wider property services including, construction services, facilities management, estate and asset management and property data and systems, including the day to day operation of the business and the delivery of the Councils wider Asset Strategy.

The role has direct responsibility in their business unit for the following: Premises related health, safety and building statutory compliance, hard and soft service delivery functions including the performance and management of our FM partners, recruitment, management and development of staff including budget management and identification of smarter new ways of working, driving innovation and new business.

This will also include the delivery of the Corporate Landlord Model, implement service changes and new operating models, including the lead on all new FM procurements to ensure smarter working practice is embedded within future ways of working and operating models.

About the role :

  • Lead the contract management of day to day facilities management of all council assets.

Establish collaborative relationships with all FM providers and other suppliers whilst also

driving performance through the terms of the contract between such suppliers and the

Client.

  • Manage all FM staff and partners to ensure that statutory maintenance activity is carried

out regularly and effectively using suitably competent staff and in line with contract and

legislative requirements.

  • Line manage up to 5 FTEs within the Facilities Management Team and provide

performance management which drives high standards and achieves excellent outcomes

  • Ensure all council buildings are safe to occupy and that buildings support the delivery of

front line services and are fit for their intended purpose. Establish senior relationships

with building users and take ownership of problems or issues that arise including

implementation of Service based Asset Plans. Lead on the establishment of streamlined

and effective processes for raising, escalating and resolving customer complaints.

  • Optimise the financial performance of the council s assets for both revenue and capital

and identify and deliver work streams to support a balanced budget as specified in the

Medium Term Financial Plan and associated savings and income targets.

  • To lead and implement the councils Corporate Landlord Model and to ensure the FM

Service team and its partners are organised and resourced in order to deliver CLM and to

ensure that the estate can be managed effectively with a new operating model that will

drive savings and smarter ways of working. Ensure that the all relevant asset information isheld in accordance with our CAFM system

and this maximises to support the strategic Facilities Management activities and working

with the Property Data and Systems team to ensure smarter and more efficient ways of

working.

  • Working with partner, wider teams within the Assets Division including suppliers lead a

whole life cycle approach to the management of assets in order to maximise asset

performance and achieve best value. Specifically, manage FM suppliers to support this

through the provision of PPM schedules and asset condition data and surveys. This will

also include suitability information and asset utilisation data, working with key services

and partner stakeholders to ensure Service Asset Plans are in place and where necessary

to assist in further service transformation.

Support the Assistant Director of Assets in the delivery of the current Asset Strategy

working as part of the Assets senior management team and to include the setting and

delivery of the operational asset management plan, service based asset plans,

environmental improvements and new ways of working programmes and others as

required. Manage FM suppliers to provide innovation and service improvements to

support wider service improvement and cost saving initiatives.

  • Carry out regular reviews of service requirements, FM practices and estate condition as

required by our Clients in order to identify opportunities for service improvement and

cost efficiencies and be responsible for all business unit KPIs including their continuous

review and performance monitoring, in line with Council Corporate processes

About you :

  • Completed a relevant professional qualification that supports delivery of functional
  • responsibilities such as CIWFM or MIWFM accredited FM Professional or equivalent, for
  • example, MCIOB or MRICS
  • Significant experience at a senior FM leadership and service delivery level in a Local
  • Authority or similar, or equivalent relevant demonstrable experience.
  • Educated to degree level in an FM or building related field and/or suitable building industry qualification and/or significant FM or building industry experience.
  • Senior level experience of working in the area of FM or property maintenance environment or similar.
  • Experience of working within a public sector mixed use estate.
  • Experience of delivering revenue savings from property.
  • Experience of successfully managing capital and revenue budgets, programmes and
  • projects
  • Experience of supervising and managing staff to a high level of performance.
  • Experience of building statutory compliance and premises health & safety requirements.
  • Working knowledge of FM hard and soft services including wider property management
  • operations and transforming services
  • Experience in delivering service transformation and smarter ways of working and mimplementing new FM operating models
  • Experience of working directly in a strategic capacity with Councillors or elected officials
