A busy local authority in the West Midlands is on the lookout for a proactive project manager with experience in managing a development project from inception to completion. The candidate must be willing to roll their sleeves up and arranging meetings, managing procurement of any supporting resource, managing consultants, managing communications with stakeholders, producing update reports, managing project budgets, risk management.

The role will primarily involve accelerated housing development schemes, but will also be required to support an emerging Playing Pitch Implementation Strategy to enable delivery of housing sites affected by the Local Plan and when required, other potential ad–hoc development schemes.

Key Responsibilities

  • To work with the Project Sponsor, Property Development Manager and Programme Manager to meet the project objectives, milestones and deliverables for each project.
  • To identify resources required to deliver project objectives, secure and procure the necessary resources within a given budget and where appropriate external grant conditions.
  • To manage and deliver day to day operational aspects of agreed projects and provide updates to support the Programme Manager monthly reporting on actions, milestones and cashflow forecast.
  • Act as conduit for all incoming and outgoing information and correspondence relating to the programme and sub–projects.
  • To be responsible for leading project technical teams and task groups, including but not limited to architects, drainage, structural & geo–technical/environmental engineers and planning consultants, to develop and efficiently deliver effective technical solutions on projects.
  • Support facilitation of and chair in the absence of the Project Sponsor, meetings with internal and external stakeholders, including but not limited to landowners and/or their agents, consultants and the planning officers of the Council, to ensure that all relevant issues are raised and recorded. The post holder will assist the Project Sponsor and Programme Manager in identifying and where possible resolving conflicts which arise in the development process.
  • Co–ordinate meeting dates with internal and external stakeholders and preparation of associated agendas and minutes for these meetings.
  • Develop and maintain detailed information for the projects to support the design process and delivery of the project and manage the day–to–day implementation of project.
  • Develop budget and schedule targets in conjunction with the Project Sponsor, Property Development Manager and Programme Manager.
  • Work with the Project Sponsor, Property Development Manager and Programme Manager to deliver the agreed technical scope, on time and on budget.
  • Assist in providing and procuring information in a timely manner to support business cases to release further funding to deliver the schemes.
  • Co–ordinate multi–disciplinary activities and inputs by the technical teams, including specialist inputs to ensure an integrated technical solution.
  • Review technical inputs such as drainage strategies, geo–technical/environmental, arboriculture impact assessments, preliminary ecological appraisals etc. for completeness, soundness and ensure site proposals fully consider highlighted risks and opportunities to maximise development potential.
  • To report to the Property Development Manager, Programme Manager and Project Sponsor at regular intervals on progress with project deliverables and costs.
  • To assist the Project Sponsor, Programme Manager and Property Development Manager to prepare monthly reports for the Accelerated Housing Project Board and UK Central Project Board and Programme Board.
  • Produce briefs and specifications for commissioning consultancy support and to support the procurement process.
  • Ensure all technical outputs conform to the project scope, are affordable and are of an appropriate quality that has been confirmed by the Project Sponsor, Property Development Manager and Programme Manager.
  • Ensure that governance requirements are met including the identification and management of risk.
  • To maintain reliable and consistent communications with all members of project teams and other stakeholders, both internal and external.
  • To ensure that the Council's rules for contracts and financial regulations are complied with at all times.
  • To assist in creating and maintaining a live action log and programme for each of the projects.
  • To review Terms of Reference for the governing boards for the project board / steering group at regular intervals to ensure these are up to date and contain the correct membership.
  • Liaise with the Property Development Manager and Programme Manager regarding the milestones for the OBC submissions, approvals and expenditure against each of the projects.

the role will require the candidate in the office one day per week, for an initial 9 month period but with potential to extend.
