Programme Manager
700/Day
Location: Enfield, London

We are looking for a Programme Manager for the Building Safety Team to monitor some smaller FRA projects.

Main Responsibilities:

Assume responsibility for achieving corporate objectives through the delivery of Housing Capital Projects and work streams;

Develop and maintain mechanisms to ensure that the benefits of project and programme activities are identified and measured;

Implement, monitor, and review management processes and procedures to ensure consistency of high project management standards across projects in terms of effective forecasting, planning and reporting on time, costs and quality.

The programme and projects should be managed according to Enfield's corporate project management standards;

Ensure project and programme delivery within the context of corporate priorities and objectives;

Manage internal and external suppliers to the projects and programmes, ensuring they deliver services and products which will achieve the project and programme's aims and benefit the business;

Ensure all stakeholders, internal and external, are identified and managed appropriately; ensuring regular engagement with Members and working with Senior Managers frequently;

Monitor performance against plans, reporting as appropriate;

Co–ordinate projects and programmes and work with the business and project management community to ensure all interdependencies and associated risks are captured and effectively managed;

Monitor and report on the progress of the overall Housing Capital programme. Make recommendations for action and act to ensure objectives, timescales and outcomes are met;

Strategic Management

To support the delivery of the Council's vision, values and strategic objectives by developing a strategic framework for development of projects, which includes programmes of large scale works activities with associated funding and delivery strategies.

To develop corporate governance arrangements to enable effective decision making in relation to capital programme delivery.

To oversee production of the programmes of work for borough–wide and priority Housing Capital programme and their associated funding strategies both corporately and through partnership/external funding routes.

To make a significant contribution to the strategic planning of the Division, including Service Centre Planning, Departmental Planning, Housing property Services Strategy, Local Delivery Framework and contributing wider Corporate Improvement Plan performance targets.

To be responsible for developing and managing effective partnerships with key stakeholders that will enable delivery of place shaping initiatives.

To represent the Division within and outside of the Authority at local, regional and national level as appropriate

To make a major contribution to the development of new quality systems within the Division to aid effective service delivery.
