Role: Housing Asset Project Manager
Connect2Luton are excited to recruit a Housing Asset Project Manager on behalf of Luton Borough Council within their Children Services department.
Main purpose of position:
Provide a high quality professional Project Management service with responsibility for the commissioning and delivery of major and complex programmes of work up to the value of 3m that fulfil statutory requirements and support the Housing Asset Management Strategy and Business Plan as regards the condition and repair of the social building fabric of Luton Council properties, which consist of general housing needs and flats as well as high rise blocks.
Actively contribute to the Council's corporate aims, to achieve excellence through providing quality homes, customer focused and cost effectiveness.
As a Housing Asset Project Manager, you will be responsible to:
To manage and deliver projects of an on–going and specific nature related to housing refurbishment, alterations, planned major and minor works, in line with the Housing Improvement Programmes of the Council's Business Plan
Responsible for the delivery through contract management for the preparation of specifications, contract documentation, full tendering process, submission and evaluation processes, carrying out risk assessments and assuring compliance with HSE regulation, contractual obligations and delivering value–for–money. The nature of the work covers domestic and commercial projects, major refurbishments, also extensions and new build developments on behalf of the authority and external clients, ensuring that designs and work are fit for purpose and generate income
Ensure that accurate up–to–date records and attribute information are maintained in the Council's Housing Asset Information Systems and that effective and regular communication is maintained with Scheme Managers, Generic Housing Officers, Tenants and Senior Management
Actively take responsibility as team member for the provision of 'planned maintenance' and the delivery of the capital programme through the development, implementation and management of major multi–million pounds works programme and related projects/special projects
Manage individual budgets in close liaison with the Senior Project Manager. Assess financial performance against forecasts monthly and where necessary take corrective action to ensure targets are met. Check, verify and authorise relevant payment certificates' invoices for payment and of any possible recharges and rechargeable consultation under section 20 of the Landlord and Tenant Act 1985. Produce monthly and quarterly budget reports for presentation to Senior Management
Conduct feasibility studies and make recommendations to the relevant managers regarding compliance with Asbestos at Work Regulation 2012, Fire Safety Order 2005 plus Construction Design/Management Regulation 2015 in the process of planned / cyclical maintenance and refurbishment, refurbishment programmes on the grounds of safety, legal obligations, cost effectiveness, visual improvements and improved standards of safety for customers
Provide detailed technical advice to building managers on devolved maintenance responsibilities. Advice to internal and external clients on a range of building service matters including the Council's investment portfolio, including 'at home' advice and support to clients on aspects of property improvement, adaptation and repair as prescribed within the Housing Asset Management Plan
Manage the complaints procedure and carry out investigations under guidance from the Senior Project Manager, provide technical advice and support to colleagues, councillors, customers and any related consultation processes. Produce committee reports, attend committee groups and provide technical consultancy to groups such as the Local Tenants Resident Groups for recommendations on proposed schemes as instructed by the Senior Project Manager
Contribute to the development of policies and standards; identify new processes, technologies and good practice measures. Develop the post and contribute towards development of the division and commercial service and to continually improve service delivery to customers
Skills and Experience
- In depth experience in contract & project management including budget setting and monitoring
- Demonstrable experience in a building maintenance environment
- Some experience of Local Government democratic practices and procedures with focus on Social Housing
- Able to survey, inspect and measure dwellings
- Able to manage and monitor programmes of work and produce technical specifications, drawings and undertake full contract management with complete tendering process
- Able to analyse and interpret financial, performance and resource information and data and produce complex project briefs and technical reports
- Able to produce comprehensive technical specification, drawing and contract administration documentation
- Demonstrable communication skills – able to consult, persuade and negotiate with a wide range of people
- Able to give advice on technical matters
- Able to use own initiative within defined procedures
- Understanding of building construction, awareness of commercial aspects of the building industry
- Familiarity with the Council's procedures and financial regulations
- HNC (or equivalent) in Building, City & Guilds in a recognised building trade or equivalent experience
- Chartered member of relevant professional body i.e. CIOB, RICS
- CPD qualified by experience
- Able to attend meetings and undertake work outside normal office hours
- Able to attend sites and venues as required throughout the UK
