Director of System Finance

Exceptional opportunity for experienced senior finance leaders join a highly effective leadership team, whilst playing a key role in bringing together system partners across NHS Northamptonshire Integrated Care Board.

NHS Northamptonshire Integrated Care Board (ICB) is responsible for local NHS services, functions, performance and budgets. It is directly accountable to the NHS and replaces the old NHS Northamptonshire Clinical Commissioning Group. It is made up of local NHS trusts (two general hospital trusts and Northamptonshire Healthcare NHS Foundation Trust), primary care providers (including GPs), and local authorities.

The ICB helps bring together hospitals and family doctors, physical and mental health, the NHS, local councils and community and voluntary sector services. By bringing together partners, it allows for greater input from all those involved in delivering services, joining up care services to improve patient experience in the community resulting in better care wrapped around individuals.

Following our formal establishment on 01st July 2022, we are now seeking a Director of System Finance to support the Chief Finance Officer in ensuring the Integrated Care Board (ICB) meets the financial targets set for it by NHS England, including living within the overall revenue and capital allocations for the system and the administration costs limit for the ICB.

The Director of System Finance supports the development and delivery of the long–term financial plan of the ICB. The postholder will ensure this reflects and integrates the finance and resourcing strategies of all relevant partner organisations of the ICS.

A key purpose of this role is to ensure overall system balance by driving out the inefficiencies and duplication ensuring value for money within the system, by ensuring robust long term financial planning, assurance of the delivery of financial targets across the system and providing financial oversight of the system transformation and collaboratives.

Although there is a small team to support financial planning in the ICB much of the work will be achieved through collaboration with system partners and, therefore, the Director of System Finance will be required to have excellent relationship skills and a collaborative approach.

The Director of System Finance will also work with other regional ICBs where there is a common objective and liaise with regional and national stakeholders to ensure clarity on guidance and financial reporting of the Northamptonshire System.

Candidates will be CCAB qualified with full membership and evidence of up–to–date continuing professional development. You will have substantial deputy director level leadership experience and/or system leadership experience within a regulatory or similar NHS environment, with experience of providing financial leadership, mentorship, and professional development at a very senior level with demonstrable outcomes.

You will have proven senior level experience of leading and delivering complex change and strategy development programmes in a politically sensitive and complex environment.

You will naturally possess exceptional communication skills, leadership and influencing skills, which build confidence, strong collaborations and partnerships, bringing together key stakeholders across the ICB, in highly sensitive situations. Strong critical thinking and strategic problem solving are essential, with the ability to contribute to a joint strategic plan and undertake problem resolution and action.
