Interim Housing Operations ManagerAkton Recruitment Main purpose of the job Responsible for the delivery of HousingManagement services to tenants and housingapplicants.To lead the section to ensure positive outcomesfor applicants, tenants and local communities.To ensure development of services and staff todeliver and promote excellence in all areas ofoperation through innovation, business process reengineering, communication, motivation andcustomer and partner participation.Main Duties and Responsibilities:Strategic Management1. Provide effective strategic leadership for the Housing Operations section,implementing policies, strategies and plans, including the Housing Strategy andthe key aims and priorities of the Corporate Plan.2. Ensure a customer–focused approach to planning and delivery of services anddevelop a positive working environment through the active involvement of staffin shaping the development and delivery of service to maintain a valued,confident, skilled, innovative and flexible workforce.3. Champion innovation and creativity in delivery of services by critically assessingand challenging and therefore developing employees to create a culture wherethey feel able to generate imagination and effective solutions to service delivery.4. Oversee the day–to–day management of the Housing Operations section,including: Line management supervision of team managers Delivery and monitoring of service action plans Completion of service and policy reviews Monitoring of performance to ensure targets are met Management of relevant budgets Ensuring the functions of the section are completed efficiently andeffectively in accordance with the Council's policies and procedures Respond to emergency business continuity issues5. Draft and deliver reports to working groups, resident's groups and committeeson strategic and operational issues, including providing accurate statisticalinformation as required.6. Explore new business opportunities for the Housing Service with a view tofurther development of services and generation of income for the HousingRevenue Account.7. Work to ensure efficient implementation of new technology within the section.8. Provide information and advice to Head of Housing and other senior managerson new legislation, government policies and emerging issues.9. Provide strategic advice and support to the corporate leadership of the Counciland elected members.10.Represent the Council at a strategic level as requested, within the Council andwith local stakeholders, partners and statutory agencies.11.Develop and maintain appropriate and effective relationships with electedmembers, Council officers and external partners and stakeholders.12.As the departmental safeguarding officer respond to all safeguarding issues forboth adults and children.13.Ensure that there is service continuity at all times, including effective out of hourscover.Tenancy and Estates Management14.Ensure that the priorities for the Tenancy and Estates team are linked into multiagency neighbourhood plans15.Ensure that cases of anti–social behaviour are managed pro–actively to ensurethat they are progressed in line with relevant policy and legislation.16.Ensure that tenancy issues are dealt with in accordance with the Housing Actand other statutory requirementsEnhanced Housing Options17.Ensure that homelessness applications are administered efficiently andeffectively in accordance with statutory requirements18.Ensure that temporary accommodation is satisfactory and well managed withinbudget19.Undertake review on appeal of decisions relating to homelessness
