Interim Senior Repairs Surveyor (Tame)

Based in Birmingham, West Midlands

Paying up to 35ph (Inside IR35)

6 Months Interim Contract

Job Overview

To act as the lead for Responsive Repairs in the locality, provide line management for Repairs Surveyors, deliver own Repairs Surveyor workload and manage the quality and effectiveness of responsive maintenance, ensuring we meet customers reasonable expectations, statutory and regulatory obligations and maximise planned investment where possible. Provide technical advice on complex repairs issues and escalations.

Key Tasks

Provide line management for Repairs Surveyors within the locality, motivating staff carrying out appraisals, setting objectives, ensuring targets are set and delivered and training and development needs are identified and met

Manage the recruitment and induction of staff within the team

Provide leadership and motivation to staff and ensure effective communication within the department

To keep up to date with local and national developments in property maintenance and asset management and share good practice with colleagues across the Group. Core Tasks and Outputs

Manage and monitor contractors, ensuring works are delivered safely and to the standard and continually improve customer satisfaction and VFM

Ensure that pre and post inspections are carried out in accordance with agreed frequency to make sure quality standards are being delivered

Ensure all repairs works are carried out within target times and commitments to residents and agree the value of disputed works

Ensure Disrepair and Human Habitation Act claims are dealt within prescribed timescales to minimise financial exposure and resolve issues promptly for the customer

Investigate and respond to customer complaints, confirm root cause and put in place corrective action to prevent repeat failures

Ensure residents are fully consulted about performance, service specifications and service improvements.

To provide technical advice and support to internal and external customers on a wide range of construction, maintenance and repairs issues.

To support the Responsive Repairs Manager and Head of External Contracts in developing and implementing repairs, maintenance and improvement strategies, policies and procedures

To work effectively with contractors and PPC to optimise the efficient and effective delivery of maintenance programmes and services

To keep up to date with legislation and best practice in repairs and maintenance

To participate in emergency and out of hours response arrangements

To undertake regular review of repairs data to inform improvements in service and adjustment of investment programme Financial Management

Monitor responsive repairs budgets to ensure maximisation of spend in a planned manner within the locality

Ensure repairs jobs and approved for completion by repairs resources or placed in a planned programme of works to improve the planned/responsive split of expenditure.

Ensure that insurance claims and tenant recharges are progressed in a timely manner. Communication

Work with the investment surveyors to ensure a whole life approach to property maintenance.

Ensure customers are consulted about performance, service specifications and service improvements

Person Specification

Qualifications

Have a significant experience in housing and/or construction industry (Essential)

Educated to degree or HND level or equivalent in Building surveying (Essential)

NEBOSH certificate in occupation H&S (Desirable)

Domestic energy assessor C&G Level 3 (Desirable)

Experience

Experience of social housing and positive engagement with customers to resolve difficult issues (Essential)

Successfully managing contractors to deliver a responsive and void maintenance services (Essential)

Knowledge of the legal and regulatory framework relevant to programmes of works and maintenance (Essential)

Knowledge of Human Habitation Act and Disrepair obligations as it relates to repairs services (Essential)

A sound knowledge of construction and provision of maintenance services (Essential)

Experience in line management (Desirable)
