I am recruiting an Interim SEN Accounting Lead for a 6 month contract for one of my key Local Government clients based in London.
I am specifically looking for a focussed, experienced and motivated individual with very good communication skills who can report to the SEN Commissioning Manager providing both strategic and operational support, as the specialist High Needs Block Accountant in his area.
Day to day you will be undertaking and be responsible for the following, whilst overseeing the work undertaken by Finance Officers:
Special Provision Fund – Budget Monitoring
Maintain template and CC reconciliation
Provide forecast information to finance
School Forum Reports
Write School Forum Report in liaison with HOS/director and attend meetings
Discuss / act on SEND service budgets with HOS
Indicative Budget
Prepare schools indicative budgets in liaison with school finance
S251 Budget (HNB)
Interpretation of guidance and populate Template
CC Reconciliations Year end journals
Place Change Notification
Complete template and submission
Payments
Quality assurance of templates
Maintained Schools Payments
Calculate monthly adjustments based on starters and leavers in schools
Send adjustments to Finance for payment
Early Years Payments
Maintain Template
Ensure Termly payment (my require ad hoc payments as well)
Post 16 Reconciliation and Payments
Post 16 pupil reconciliations
Payment Queries
Liaise with external and internal stakeholders to resolve issues relating to payments.
Negotiating and recovering of overpayments.
Support SLA reviews in ARPS and HI units
Work with HNB consultants to ensure effective vfm
Analysis of SEND pupil data & dashboard
Work with SEND Commissioner to ensure financial plan is supported to mitigate any deficits
Review of Home Tuition – new staffing and delivery arrangement
Work with HOS and HNB consultants to achieve vfm medical inclusion service
SEND forecast template for schools
Produce template that schools can use to forecast HNB top up income
Hybrid working arrangements will see you come into the office once a week and undertake the rest from home.
