Role Interim Head of Revenue and Benefits Contract Temporary Grade GBP500 per day (maximum) Connect2Luton are excited to recruit for an Interim Head of Revenue and Benefits on behalf of Luton Borough Council within their Revenues Benefits and Customer Services department! As Interim Head of Revenue and Benefits, you will be responsible for the Councils lead officer and specialist advisor for all Revenues and Recovery issues. To be successful in this role you must be able to take strategic responsibility and planning of the Commercialisation Strategy for the Revenues and Benefits; so that the whole service responds effectively to market opportunities and delivers a net profit to Luton Borough Council. About the Role To ensure that the council delivers an exemplary revenues and benefits service, moving from the upper half to the upper quartile of all UK local authorities, and complying with government reporting guidelines and legislation. To maximise the impact of the financial assessments and associated financial support that Luton Borough Councils provides to its residents in need around either Housing costs, Care costs, and other forms of Poverty. To maximise the income that Luton receives while ensuring that customer satisfaction is high, economic growth is supported and that the service is responsive to legislative change and able to quickly adapt to respond to new opportunities and threats. To lead, develop and deliver a net profit from Revenues Solutions through contracts with other Authorities and the public sector at large To lead, develop and direct the Commercialisation Strategy for the whole of the Revenues, Benefits; so that the whole division responds effectively to market opportunities and delivers a net profit to Luton Borough Council. To develop and lead the Council's debt strategy, bringing back in house and managing the enforcement of all Council Tax and NNDR debt, HB overpayment debt, contracting with our out–of–borough enforcement agents where necessary for such debt, and developing a single view of all the Council's debt. To lead spend and development on IT software and printing across the whole of the Revenues, Benefits and Customer Services Division To lead the development and delivery of the financial vision for the service, annual budgetary planning and budget review and monitoring.About you Experience in strategic development and implementation planning, transformational leading and developing significant organisational reform, managing Financial Assessments including HB, CT and Adult Social Care, Crisis Support, Council Tax, NDR and Debt Recovery, leading, managing, motivating and monitoring a medium to large sized service with a large budget, team and staff performances to meet challenging targets, leading a service that depends on a number of complex IT systems in order to manage information. Able to lead, manage, motivate and monitor the service, team and staff performances. Able to lead the management of a complex and growing Service. Able to manage external contractual commercial negotiations and internal SLAs in order to deliver maximised outcomes. Able to lead commercial development across a diverse range of services. Able to manage a diverse and complex workload. Able to develop and deliver service planning over the short, medium and long term. Demonstrable knowledge and understanding of equality issues and the social, financial and cultural problems faced by benefit claimants. A sound knowledge and understanding of relevant legislation relating to Local Authority income, taxation and benefits taxation and debt and implementing new areas of welfare reform. Knowledge of how to encourage customers to self serve. Excellent knowledge of computer systems used in the Revenues and Benefits Service. Full IRRV qualification or equivalent experience. Degree or equivalent relevant management experience at a senior level. Project management training and/or qualification.
