Working with the Commercial Director and the Deputy Chief Executive, the Contracts Manager will manage senior level relationships within Local Authorities and other key stakeholders, to ensure the parties meet contractual requirements. The role includes a broad spectrum of responsibilities including reviewing, drafting, revising and negotiating contracts.

Description
  • Oversee adherence of our 3 long term block contracts and all other contracts by full understanding of the contracts, its terms and key contractual milestones
  • To be the initial point of contact for our Local Authorities and CCGs in relation to contractual matters and opportunities
  • Working with the Commercial Director, Deputy CEO, JV partners and stakeholders work on strategies ahead of the contract end dates for the Trust to remain a strategic partner beyond the contract date
  • Working with the Deputy CEO negotiate all commercial or contractual terms to achieve positive outcomes as well as ensuring that contracts keep pace with the changing requirements of the Trust and local authorities that we work with
  • On a monthly basis continually assess and mitigate contractual risks and leverage contract benefits by discussion with internal and external stakeholders
  • Recognise contract compliance issues and escalate when necessary
  • To be the lead individual on tender submissions for new LA or CCG services
  • To be the responsible owner of the Trust's self-funder resident contract ensuring its compliance with contract law and regulatory and statutory guidance at all times
  • To operate a continuous improvement approach to the daily management of the contracts identifying and delivering on-going changes whilst also leading the negotiation of commercial and contractual changes to ensure they consistently meet business requirements
  • Provide monthly KPI's, evidencing the management of the respective contracts in adherence to Trust, Council and statutory requirements
  • Ensure that service level agreements and key performance indicators are monitored and that any improvements required are well planned and executed
  • Ensure contracts consistently achieve the performance standards set out and that adequate controls are in place to protect the Trust's interests
  • Monitor spend against contracts and against committed funding
  • Manage complex issues and needs to deliver best possible outcomes
  • Have regular liaison with Local Authority and CCG contacts
  • Deliver exemplar customer interactions which support strong relationships and a reputation for achieving outcomes and resolving issues
  • Provide support and advice to stakeholders regarding LA contractual matters
  • Arrange and manage meetings as required with LA contacts, ensuring accurate records of the meeting discussions are available
  • Work in a coaching capacity with internal teams in finance and operations to ensure the contracts are understood


Profile

Experience:
  • Proven experience of commercial negotiations
  • Minimum 6 years' experience in the development, drafting, structuring, negotiating and managing of contracts
  • Proven experience in working with internal stakeholders on the financial evaluation of proposals/opportunities from a cost and risk perspective together with the preparation of business justifications recommending actions to be taken regarding business proposals
  • Proven experience in leading and submitting tender submissions

  • Can identify and exploit opportunities for continual improvement both with internal and external stakeholders
  • The ability to think strategically and to develop joint approaches to challenges with internal and external stakeholders
  • Strong commercial skills evidenced through several commercial negotiations
  • The ability to prepare and analyse financial data
  • Diplomatic with good negotiating skills
  • Excellent written and presentation skills
  • Legal driving licence with business insurance
  • Decision making - ability to make decisions in a timely manner.
  • Demonstrable business acumen

Job Offer

Salary: £62,000-£68,000

Cash Car Allowance - £6000

Holiday - 25 days + BH and 30 days + BH after 5 years of service
