The Business Analyst is responsible for producing discovery and insight about Surrey County Council's services and ways of working to inform evidence led action and strategic decision making. Key outputs include; Discovery on ways of working, data capturing, existing processes and systems, to make data and insight easily accessible to internal and external audiences, presenting findings in an easy to understand and compelling way. Respond to bespoke and ad–hoc requests for discovery across directorates to support the Transformation Transport Programme Build productive relationships with colleagues and lead on sharing knowledge and best practice with officers from across the council through networks and training. Surrey County Council is in a period of unprecedented change and this role will be an important part of the ongoing transformation. The Transformation Transport Programme is identifying new cross–directorate ways of working, optimising processes. In addition to creating and improving the level of data insights and reporting available, helping to ensure that services and senior leaders have the insight they need to make effective decisions. The postholder will need to work collaboratively with internal and external stakeholders to drive continuous improvement and innovative thinking in a fastpaced environment Professional qualification, or able to evidence knowledge and understanding of appropriate business disciplines. Comprehensive knowledge of computerised business systems in terms of functionality and capability (some roles). Knowledge of principles, practices, policies and procedures relating to business planning and financial and organisational management. Proven written and oral communication and interpersonal skills with good negotiation and influencing skills and the ability to work collaboratively with internal and external partners/professionals. Ability to understand, meet and exceed customer expectations. Proven problem solving skills, and the ability to exercise high levels of initiative to devise and implement workable solutions. Proven ability to manage a range of projects through to completion. Significant practical or professional experience and understanding of business, supporting service teams and/or providing support to the public. Previous management experience including staff supervision, development and organisational skills. Desired skills, experience and characteristics: – Experience of working as an analyst in a similar role in local government or a related sector, with an understanding of service transformation, and how insight can inform strategic decision making – Knowledge and experience of combining datasets and analysing data from sources such as the ONS, NOMIS, PHE Fingertips, Mosaic and Acorn – Ability to create impactful visualisations to the tell the story behind the data and highlight the 'so what?' – Experience of using visualisation or dashboarding tools e.g. Tableau, PowerBI, RShiny – A commitment to continuous improvement and desire to learn new skills – An ability to thrive in a fast moving, changeable environment Desirable, but not essential; – Experience of using GIS software packages e.g. ArcGIS – Experience of programming or query languages e.g. R, Python, SQL Connect2Staff/Connect2Kent, part of Commercial Services Trading/Kent Ltd, is an equal opportunities Employment Agency & Business and positively encourages applications from all suitably qualified and eligible candidates
