Spencer Clarke Group are working alongside a local authority based in Waltham Forest to appoint a talented Housing Delivery Director on a contract basis. As a Housing Delivery Director, you will act as lead officer providing strategic policy direction and leadership, operational management and financial control for the Housing Sixty Bricks Client services and any associated functions within the Council. To hold the Council s housing development company to account for the development and delivery of its housing programmes through strong clienting. To lead on investment bids and ensure that grant funding and other external funding opportunities are maximised and that contractural expenditure targets are met and that programmes are delivered on time and on budget, and achieve high impact outcomes. To act as the Sixty Bricks Client ensuring that high standards of probity and governance are maintained at all times. To ensure that the Sixty Bricks Business Plan is a sound, robust, and resilient strategic plan that is well aligned with Council strategic objectives and goals. To monitor the delivery of the Sixty Bricks Business Plan and to regularly report to the Council's Shareholder Committee on progress. To maintain a strategic risk register relating to all risks associated with Sixty Bricks and to actively manage risk mitigation strategies in conjunction with Sixty Bricks and report corporately on a regular basis on risk management to the Shareholder Committee and SLT About the role : Undertake the formal responsibilities required for assigned regulated designations on behalf of the service Lead the provision of efficient and effective Sixty Bricks Clienting services across Waltham Forest Act as a strong Client, holding the Council s housing development company and partners to account for developing and delivery new–build housing programmes to achieve Local Plan and affordable housing targets Ensure effective resources, communications and engagement strategies are in place and drive the delivery of large and complex housing programmes: from the identification of new sites through to completion Manage key projects according to sound project management principles Secure investment, capital funding and commercial income Robust commissioning, procurement and contract management to maximise the delivery of new homes and Value for Money Manage external relationships, formally representing the Council in negotiation, partnership working and liaison with London wide and sub–regional agencies About you : Significant senior strategic management experience, including translating organisational drivers into strategic objectives, longer term plans, new ways of working and specific outcomes, for a portfolio of services in a large public sector organisation (preferably local government). Proven ability to manage a wide variety of activities across a range of professional areas of expertise and oversee their achievement of the organisations strategic goals. Extensive knowledge of the major issues facing local government, particularly in the areas of housing, planning, and regeneration. Extensive and comprehensive knowledge and understanding of the national policy context, requirements and future direction for relevant service areas. Experience of commissioning and clienting significant programmes of work; including contract management skills and knowledge and understanding of procurement, construction, and land acquisition and assembly. Experience of leading funding bids; assessing different financial models; options appraisal; scenario testing; and knowledge and understanding of commercialisation, registered providers, and different housing delivery routes. Proven track record of accountability for significant budgets and ensuring the delivery of services within agreed resources. Proven ability to drive through and deliver effective performance management within own organisation and understanding of the performance management process in partnership arrangements. Significant experience of creating, leading and sustaining partnerships both internally and externally to achieve shared objectives and synergies. Experience in persuading a wide range of stakeholders to work together, encouraging an organisational focus on the needs of the community. Authority and credibility to work effectively in a political environment and establish positive relationships with Members. Excellent interpersonal and communication and presentation skills, with proven ability to communicate effectively to a wide range of audiences both horizontally and vertically throughout the organisation.
