Spencer Clarke Group are working alongside a local authority based in Thurrock to appoint a talented Regeneration Programme Manager on a contract basis. As a Regeneration Programme Manager , you will develop, implement and manage complex regeneration/capital projects across the Borough. Manage and maintain relationships with all stakeholders and partners including the community, elected Members, businesses and public sector partners and developers/contractors. Manage projects within allocated budgets and to agreed service standards. Lead and manage relevant Programme Boards and any individual project managers. Manage the relationship across Council directorates in order to ensure adequate resources are allocated to support delivery of projects and work programmes. Manage consultant teams ensuring effective contributions to project and programme objectives About the role : Work with all stakeholders (community, Thurrock Council, business and partners) to secure the delivery of a range of complex regeneration projects. Work with the Programmes and Projects Manager to effectively lead and develop regeneration projects overseeing their delivery, including during the construction period and managing the resources needed to achieve it. Develop and manage strong relationships with all colleagues, stakeholders and partners relevant to delivering the Council s regeneration programme. Prepare and manage budgets, projects and work programmes to deliver identified outputs on time and to budget, reporting progress and making recommendations to the relevant internal Boards for remedial action where any variation is anticipated. Prepare and manage the production of funding applications to support project delivery and subsequently manage live grant funds ensuring that the Council meets all obligations under funding agreements, taking corrective action as necessary. Manage the production of a range of technical project documents and outputs to ensure successful project delivery. Manage assigned direct reports and/or individual project managers (where identified) to progress the implementation and administration of all tasks/projects allocated to them, taking responsibility for setting targets, monitoring performance and taking corrective action as necessary. Ensure effective co–ordination of technical consultants to successfully deliver projects. Ensure appropriate liaison with local ward councillors and appropriate portfolio holders, in particular with the Cabinet Member for Regeneration. Provide professional programme and project management expertise, to ensure the successful delivery of the programme within budget, to a high standard and within the agreed timeframe. Consider and propose improvements to systems, procedures and services generally so as to help in the continuous improvement of the service taking on board feedback from the community and other stakeholders. Any other duties commensurate with the requirements of this post as directed from time to time by the Assistant Director or the Projects and Programmes Manager. About you : Proven ability to identify, plan, manage and evaluate programmes and projects from initiation to completion, to achieve the stated outputs and results, within budget, timescale and to client satisfaction. Proven ability and an excellent track record of leading and managing partnership programme delivery teams. Demonstrable ability to translate strategy into delivery. Demonstrable ability to delivery complex capital projects. Ability to engage with communities and establish effective relationships. Excellent communication skills, both verbal and written, and ability to tailor content and style to a wide variety of audiences including Members, Community Groups and other local residents. Capacity for creative and strategic thinking needed to generate new ideas, alternative options and to develop realistic solutions to complex problems. Able to collate, interpret and analyse complex data and present clearly to audiences with differing levels of understanding Sound knowledge of the principles of programme and project management. Knowledge of effective communication methods, and experience ofeffectively delivering key messages and explaining the purpose/benefits clearly and positively in times of change. Knowledge of local government and an appreciation of the challenges and opportunities arising from partnership working Experience of successfully planning, developing and managing programmes and projects at a strategic level, with proven understanding of the impact across organisations. Experience in managing the preparation of planning applications. Experience of successfully procuring consultants and contractors, managing and monitoring contracts. Experience in delivering complex capital projects. Experience of working across organisational boundaries to develop and deliver capital/regeneration projects. Experience of influencing, giving advice to, and building effective working relationships with senior managers, Members, communities, partner organisations, private sector providers, public agencies and statutory authorities. Experience of engaging directly with community groups and service users to obtain ideas and feedback. Experience of successful project development and implementation. Significant experience of partnership working and managing stakeholder expectations in pursuit of joint strategic objectives. Experience of using project management tools and techniques. Experience of bidding to, working with and reporting to external funding bodies/agencies. Experience of effectively managing budgets and contracts.
