We are recruiting for a Deputy Director of Estates and Facilities to work within a large scale estate in the Leeds area proving day to day management of the Facilities Department. The role is a permanent position with an excellent package and working conditions: 35 hours per week – Monday to Friday GBP60,000 – GBP65,000 depending on qualifications and experience 25 days holiday rising to 30 plus bank holiday and Christmas period 19% pension contribution A key aspect of this will be to manage all phases of the Master Plan for the Estate it s related resources and facilities and associated works. To deliver a professional estates and facilities service and the masterplan in its entirety, in accordance with the needs of the site(s) ensuring a successful outcome, effective interaction of all services within other departments including stakeholders and partners. Provide strategic masterplan leadership and effective management of the programme of works, being accountable for the efficient and effective provision of a comprehensive client centred services for the university and its stakeholders and partners as required. Main Duties and Responsibilities: To be responsible for the delivery of the masterplan. To manager and deliver all associated works to include but not limited to: Responsible for the day–to–day service delivery of the University Estates and Facilities departments and to deputise for the Director of Estates and facilities in their absence and contribute towards the overall leadership of the estates and facilities department. To support the Director of Estates and Facilities in the full development and integration of CAFM and BMS systems that support the strategic plan, facilitate its new activities, improve the student and staff experience and improve efficiency through process automation and self–service. Responsible for defining, measure and report on a set of Key Performance Indicators To support project and programme governance by providing and presenting papers to support Executive, Finance and Resource committee and Governors meetings To build excellent working relationships with professional service colleagues across the locations to understand their current and future needs for space To maintain excellent knowledge of emerging trends in industry standards, new innovative technologies, and space design To develop a fully costed plan for the implementation of room booking and space management system across the site that aligns with institutional strategy and vision, informed by technical, system and sector research and best practice. Responsible for ensuring that the delivery of the physical aspect of the masterplan is operationally and strategically focused and effective in its delivery to be able to support the achievement of the estate's key corporate and strategic objectives in the delivery of the plan and its services Manage, via internal and external resources, the following deliverables, within approved parameters of operation. While always seeking best value ensuring an effective, efficient sustainable development, that is safe and provides fit for purpose working environment To be responsible for the procurement and the efficient management of all associated works associated with the development of the university through capital development and the delivery of the masterplan including any satellite locations To advise on the formulation of, and be responsible for, all the masterplan construction budget and ensure that all operations and development activities are provided at optimum cost effectiveness. Manage the following: All works program management Supply chain Planning and building control Masterplan financial budget control Contract management control Site and project safety BREEAM project sustainability Implementation of new and innovative green energy saving equipment and systems Community liaison Internal communication Building handover Requirements: Degree qualification in relevant construction discipline, preferably Building Surveying, Construction Project Management or Facilities Management. Professional qualification and membership of a professional body in one of the main building disciplines, electrical or mechanical engineering (MRICS, MIET). Significant experience in the management of a complex estate and facilities department Extensive experience as a senior manager in the delivery of a substantial estates masterplan Ability and experience to produce strategic reports and business cases. Good knowledge of estates, built environment and the public realm Effective financial planning skills of large capital and revenue budgets related to estates and facilities service deliveries. An in–depth understanding of establishing end–user requirements Knowledge and experience of managing estates assets via a whole life cycle costing process. Extensive experience of complex construction programs of works Extensive experience of site management processes Extensive experience of effectively managing a multiskilled technical team of professionals. Extensive experience of working on complex construction projects Experience of procuring, engaging, and managing consultants and contractors and subcontractors Experience of managing and dealing with supply chain processes and issues Well–developed knowledge of construction health and safety procedures such as CDM2015 and the ability to produce and review contractor H&S risk assessment. Experience of the management of change, including organisations, systems Experience of managing practical completion and assets handover, including building preoccupation checks and commissioning, staff training, O&M management, and electronic transference of all relevant information to a CAFM system.
