We're looking for an experienced part–time Finance Manager to lead on the day–to–day management of IPSEA's financial operations and provide strategic financial advice and support to the organisation's management team and Board of Trustees. The ideal candidate will be ACCA, ACA, CIMA or CIPFA qualified or part qualified (or have evidence of experience to a similar level), with a minimum of three years experience in a finance management role. IPSEA (Independent Provider of Special Education Advice) is the leading organisation providing free independent legal information, advice and casework support to ensure that children and young people with special educational needs and/or disabilities (SEND) get the education, training and support they are legally entitled to and that meets their individual needs. We also provide training to parents, carers and SEND professionals as well as work to influence local and national policy to achieve systemic change. Specific role duties As a key member of IPSEA's senior management team, the Finance Manager will: Maintain and develop financial systems, policies and procedures for the organisation and ensure these are documented. Monitor cashflow, accounts and other financial transactions. Manage key financial operations such as banking, reconciliations, processing of payroll, pensions, expenses and Gift Aid. Prepare journals for accruals and prepayments and post to the nominal ledger. Hold overall responsibility for the organisation's bank accounts. Prepare monthly management accounts and cashflow forecasts for the management team and Board of Trustees. Support the fundraising team with grant applications and reports to funders. Manage the organisation's restricted funds. Provide regular and timely financial reports and information to the management team and Board of Trustees as required, including for fundraising bids. Work with IPSEA's Chief Executive to prepare an annual budget and mid–year reforecast that corresponds with the organisation's annual Business Plan. Work with IPSEA's Chief Executive and management team to prepare a three year finance and income strategy and budget forecast based on IPSEA's Strategic Plan. Analyse the financial climate and market trends to assist IPSEA's Chief Executive and Board of Trustees in creating strategic plans for the future. Track the organisation's financial status and performance to identify areas for potential improvement. Ensure that all of the organisation's financial practices are in line with statutory regulations and legislation. Ensure appropriate records are maintained to meet legal, tax and charitable requirements applicable to the organisation. Consult with the organisation's auditors in the preparation and submission of annual statutory returns to the Charity Commission and Companies House. Line manage IPSEA's finance administrator in the facilitation of day–to–day operations, including invoicing and payroll. Liaise with IPSEA's treasurer and auditors as necessary.
