We are currently recruitng for two senior Programme Management roles within a large public sector organisation in Belfast. Both roles require strong experience of leading transformational change across programmes within an organisation, engaging with internal and external stakeholders.

Candidates must have excellent programme management skills with experience working at middle to senior management level, leading complex and multi faceted transformation or business change programmes of scale and complexity.

The roles are starting as soon as possible, for 6 months in the first instance.

KEY DUTIES / RESPONSIBILITIES

Transformation Delivery

1. Manage the range of projects within their Transformation Programme in line with standards defined by BSO and the Programme Board.

2. Provide support and work collaboratively with relevant parties to develop a Transformation strategy. Ensure that relevant Transformation strategy objectives are delivered and implemented.

3. Implement the Transformation Programme and Project strategic mandates as agreed by the Programme Board and relevant colleagues.

4. Work with the relevant Director to agree an implementation plan.

5. Responsible for coordinating the various stakeholders required to move projects from development into business as usual. Ensure that service capability to deliver transformed services is planned, developed and resourced as part of the project.

6. Ensure smooth transition to BAU at each relevant milestone and the end of each project.

7. Coordinate all projects within the Transformation programme liaising with Directors, Assistant Directors, Heads of Service and Business Managers as required as well as customers and clients.

8. Support relevant business areas in setting up customer engagement fora and other relevant fora. Develop appropriate arrangements for benchmarking of service delivery and transformation projects.

Development and Innovation

Engage in personal and professional development to maintain a high level of relevant knowledge and skills

Support and encourage develop of knowledge of the relevant business areas associated with the Transformation Programme.

Maximise the use of resources including ICT ensuring best value for money and most efficient use of resources

Collaborative Working/Key Working relationships

Take a lead role in collaborative working with all relevant stakeholders, including colleagues, customers and suppliers/vendors, ensuring strong and effective relationships are maintained at all times

Financial and Resource Management / Resource and Project/Programme Management

Manage programme budget and core budget expenditure across the range of the Transformation Programme

Lead the development of business cases as required.

Plan, Profile, Monitor and account for the budgetary spend associated with all projects within the Transformation Programme. Record and report as per agreed programme and business processes.

People Management and Development

Line manage staff as appropriate and to achieve results through people by establishing clear direction and measurable objectives.

Participate personally in the organisation s Performance Review Scheme and review individually on a regular basis the performance of any direct reports, providing guidance on personal development requirements and advice on appropriate action.

Take responsibility for a team of staff and maintain good relationships and morale amongst those reporting to him/her.

Delegate appropriate responsibility and authority to the level of staff within his/her control consistent with effective decision making whilst retaining responsibility and accountability for results.

Experience Qualifications/ Registration

1. A University Degree or relevant professional qualification and 4 years experience working at middle to senior management level leading complex and multi faceted transformation or business change programmes on a scale and complexity comparable with BSO.

OR

8 years experience, 4 of which must be working at middle to senior management level, leading complex and multi faceted transformation or business change programmes on a scale and complexity comparable with BSO.

1. Prince2 practitioner, MSP practitioner or equivalent qualification or willing to complete on appointment.

2. Demonstrate proven programme and project management experience of complex transformation or business change projects and a track record in managing and delivering significant development programmes/activities.

3. Demonstrate experience of complex change management processes for transformation or business change programmes.

Other

Hold a current full driving licence which is valid for use in the UK and have access to a car on appointment. This criteria will be waived in the case of applicants whose disability prohibits driving but who have access to a form of transport approved by the Organisation which will permit them to carry out the duties of the post
