I am working with a Local Government organisation based in Cornwall who are looking for an experienced Service Director (Finance & Assurance) for an interim period whilst they permanently recruit.

The role is full time, to start ASAP and paying up to GBP1000 Umbrella per day. The role is inside IR35.

The role

This role is a significant and important role in the Council and carries a high level of influence. There
is a very busy schedule of by–elections and the Council is responsible for delivering the elections for
National Government, Police and Crime Commissioner and Town and Parishes across a large rural
area. The holder plays a pivotal role leading the Council's Constitution and Governance Board which
feeds into the work of the Constitution and Governance Committee.

This role is also responsible for the pay, rations and service improvement elements of the Council's finance function although does not extend to any S151 responsibilities which remains with the S151 Officer.

The role reports into the Chief Operating Officer and S151 and has a direct line to the Chief Executive and Head of Paid Service. These three statutory roles work very closely together to safeguard the authority.

The role sits in the Councils Customer and Support Services Directorate and forms part of the Directorate Leadership Team.

The role is the Council's Monitoring Officer and holds all of the main functions associated with that
role. The services which sit within the Finance and Assurance Service

Legal Services led by the Head of Legal
Democratic Services – led by the Democratic Lead
Internal Audit, Risk, Insurance and Election Services – Led by the Head of Internal Audit and Elections
Finance Services – the 2 Deputy S151 Heads of Service sit in this area for pay, rations and service improvement through the Service's Senior Leadership Team, however the S151 finance responsibilities are held by the Chief Operating Officer & S151.Role specific responsibilities:

To line manage the Head of Legal and Governance; Head of Audit, Insurance and Risk; Head of Financial Planning and Insight; Head of Technical, Pensions and Treasury.
To contribute strategically at an organisational wide level, through being a member of the Directorate Leadership Team and Council Leadership Team and attending the Council Directors Team (Assurance).
To ensure the delivery of Cornwall Council's Monitoring Officer role and functions pursuant to section 5 of the Local Government and Housing Act 1989 and as such to be responsible and accountable for ensuring the legality of proposals and decisions and that overall governance arrangements are in place which encourage high levels of probity and ethical standards.
To lead a proactive Internal Audit Service that adds value to the Council.Essential knowledge, skills & experience required:

Qualified Lawyer with significant post qualified experience
Successful and consistent achievement in the leadership of relevant functions at senior management level, within a local authority or other organisation of comparable size, scope and complexity
Ability to articulate a clear vision and strategy in line with the corporate vision and outcomes for the services and how to improve and transform outcomes, with experience of translating policy and strategy into tangible outcomes for the benefit of customers (internal and external) /residents
Proven experience of service based financial management including budget formulation, financial planning, monitoring and control, within tight financial limits in a complex organisation.Please only apply for this role if you have all the skills, knowledge and experience as mentioned above.
