The RoleLead the Commercial Management teams of all Major Projects including but not limited to Contract Negotiation, management of accounts in line with contract terms, commercial management of subcontractor accounts, payments and disputes.Main Duties and Responsibilities:
Lead the Commercial Management teams of all Major Projects and Small Works including but not limited to for larger schemes Contract Negotiation, management of accounts in line with contract terms, commercial management of subcontractor accounts, payments and disputes.
To develop and ensure that the Projects and Small Works adheres to the Scheme of delegated authority and the commercial assurance programme always.
To initiate quarterly steering group, with attendance from all commercial staff across the business, to drive best practice.
Create a Scheme of delegation for commercial activities relating to the roles and responsibilities around commercial & finance aligned.
To work with the estimating team, and ensure that actual achievable values are used to construct bids, and that regular reviews are undertaken to compare bid values with actuals
To ensure strict compliance to the CRB sign off procedure.
To work with the central procurement function to review and lead for Private/Corporate account the procurement activities to reduce cost and deliver value for money within the business.
Consolidation of subcontractor performance across the business, lead on risk management and mitigation measure.
Governance and Audit
To own the Project Accounts High level risk register, that is created in consideration with the individual business wider risk registered and consolidate, identifying mitigation strategies.
To ensure that the business is compliant with the scheme of delegated authority and the commercial assurance programme.
- To deliver, full contract health check to a percentage of business areas, annually, based on risk score
- To ensure that each account has adequate knowledge of how relevant account contract requirements operate
- To advise and steer business units regarding changes in legality and governance.
Legal Matters
To be the first point of contract for all pre–action matters, relating to claims, losses and accidents and support whilst liaising with the Integral's Senior Management and JLL Legal Team.
- To use the outcome of these claims, to mitigate further problems arising within in the business and develop a culture of continuous improvement and risk mitigation
- To act as the conduit between Project Accounts and JLL/Integral, in the resolution and reporting of matters
- To guide the Contract Commercial Managers and Quantity Surveyors to ensure the correct management of subcontract orders, account creation, vetting, final accounts and the management of disputes.
Reporting
Monthly updates to be submitted and presented to the Project and Small Works Leadership Team's to advise on the status of key responsibilities and alert directors of any new or changing risks.
- To create a culture of control, governance and standardisation across our commercial discipline, ensuring robust reporting is in place from site level to Leadership Team.
- To initiate an "early warning system" to identify reductions in margin and performance, and support the accounts in deploying mitigation strategies.
Skills, Qualifications and Experience
- Previous experience in a Commercial Management role.
- Educated to HND/Degree level or experience to support the role.
- Must be proactive and able to work without the need for instruction.
- Strong understanding of Construction Contracts, NEC, JCT and similar.
- High standards of numeracy, oral and written communication skills.
- Commercial and contractual awareness with a proven track record of success.
- A good level of competency of Microsoft packages.
- Self–motivation, passion and a driven 'can do' attitude.
- A high level of diplomacy and customer focused.
- The ability to anticipate problems and ensure early intervention.
- Previous experience of working within the Construction industry or an understanding of Engineering and Building Services systems is essential
- Extensive expertise and experience in the management of construction trades, subcontractors and clients.
- Membership to a professional body such as RICS is desirable but not essential.
