Programme Manager
GBP21.56 Per Hour
Part time – 20 hours a week
3–month contract (could go perm)
Remote based – must attend meetings

Create economic growth (new homes, employment floor space and jobs)
Enable more integrated customer–focused services.
Generate capital receipts
Reduce running costs.
Principle Accountabilities
Programme manage the implementation of the Greater Brighton Services & Delivery Plan.
Negotiate, influence, and agree ways forward with all partners across the Greater Brighton region to ensure that the OPE Programme requirements are met and that the agreed delivery plan is achieved across the partnership.
Administer and support the newly formed Greater Brighton Strategic Property Board comprising Chief Officers from the partner organisations and responsible for providing direction, oversight, and accountability to the Greater Brighton One Public Estate Programme.
Support the Greater Brighton Public Sector Property Group comprising senior property officers from the partners organisations to deliver on its work–plan, as set by the Greater Brighton Strategic Property Board.
Ensure that appropriate systems are in place for measuring performance to allow the organisation to evidence compliance with the OPE Programme requirements and report on progress towards achieving agree targets.
Ensure timely and accurate monitoring and reporting, including to the Greater Brighton Strategic Property Board, the Greater Brighton Economic Board, and the National One Public Estate Programme.
Co–ordinate and develop future funding bids to the National One Public Estate Programme and other funders as and when calls open.
Develop and maintain communications relating to the One Public Estate Programme both internally and externally including through regular newsletters and the Greater Brighton Partnership website.
Experience
Significant experience and success in delivering large projects and programmes using an applied methodology and including:
Business case development and appraisal.
Project and programme planning
Risk mapping and management
Resource management (financial and staffing)
Governance, monitoring, and reporting
Internal & external communications and stakeholder engagement.
Experience of managing and supporting strategic and inter–organisational projects and programmes.
Experience of working in a property related field would be advantageous.
Demonstrable understanding of the principles of change management and experience of applying these.
Sound administrative skills, including agenda setting, minute taking and drafting papers and reports.
Significant experience of partnership working, spanning organisational hierarchies, structures, and boundaries.
High degree of political sensitivity, demonstrating an understanding and awareness of different political/stakeholder interests and aspirations.
Ability to represent the Programme and its interests in discussions and negotiations with partners, stakeholders, and Government.
Experience of administering and supporting strategic and multi–organisational Boards and/or partnerships.
