Your new role

National Highways have a senior opportunity for a PMO Director to join the Regional Investment Programme North (RIP N) within the Major Projects (MP) directorate.

RIP North is one of four programmes within National Highways Major Projects Directorate. Major Projects is responsible for the delivery of nearly 70 projects with a total value more than GBP14 billion, and some of the most exciting and challenging projects in the country. National Highway's goal is to change the industry: to make roads and their construction and maintenance safer; to be more responsive to the needs of our customers, particularly about biodiversity and carbon; and to exploit the digital agenda and drive the productivity agenda to improve delivery.

The PMO Director within our RIP North Programme will be a member of the Programmes Leadership team, responsible for providing data for the controls and strategic management of the programme. You will be providing the capability for programme level options and sensitivity analysis to enable the adoption of a programmatic approach for delivery whilst providing the programme with central control, governance, assurance, consolidated and integration across 3 programme regions and Major Tier 1 schemes in the North of England.

It is imperative that the PMO Director is confident in integrating the project controls environment with the delivery and commercial management team, ensuring the accuracy of project/programme reporting as well as and growing the maturity/capacity of the control's environment within the organisation.

What you'll be leading on

  1. Provide data and programme level support and analysis to enable the leadership team to make strategic decisions.
  2. Lead the management and integration of programme controls data and activity: scheduling; performance reporting cycle; risk and issues; and change control.
  3. Provide continual development of process quality to improve efficiency and accuracy of data.
  4. Ensure the programme level interfaces between the project delivery teams are proactively managed.
  5. Drive standardisation, addressing the differences in delivery structures and practices and implementing coherent programmatic approach across schemes
  6. Promote consistency across delivery tranches, ensuring programme controls are embedded within the delivery teams
  7. Ensure delivery team compliance with programme management office policies and procedures

To be successful you'll need

  • Considerable experience managing GBPmulti–million infrastructure project and programme investment portfolios
  • A strong history of forming, managing and leading teams including matrix management
  • In depth knowledge & experience of operating in an integrated project controls environment and using data to influence delivery performance
  • To demonstrate experience successfully influencing project managers, programme managers and senior (Director / Exec level) stakeholders across a delivery business
  • Experience setting up and leading a new PMO / Programme Office capability or significantly enhancing an existing PMO
  • To demonstrate experience implementing improved methodologies & governance and leading change across business operations
