I am working with a Public Sector Organisation based in Greenwich who are looking for an experienced Accountancy Business Change Manager for 5 Months.

The role is full time, to start ASAP and paying GBP34.96 Umbrella per Hour. The role is in scope of IR35.

JOB PURPOSE

* This role is one of 13 staff that manage the Accountancy Business Partnership Services at an operational level and support the Heads of Accounting and Business Change in the Strategic delivery of the Accountancy Business Partnership Service functions of.
* Ensuring the Accountancy Function is effectively integrated within the Directorate / Council, being a driver for business change throughout the Council.
* Ensuring that operational efficiencies are achieved within the legal and statutory frameworks.
* Promoting and championing the values set out in the Service's Business Plan.
* Ensuring that the service is an integral part in delivering the section 151 requirements within the Council thus, meeting statutory obligations.

The roles will be responsible for a defined area within one of the following

* Children's and Adults Services Finance
* The Finances relating to the Corporate, Regulatory and Housing Services within theCouncil.
* The Finance related to the investment and partnering services of the Council.
* The Stewardship functions within Finance.

Duties And Responsibilities

* Lead the Operational delivery of the finances of the area that they are responsible for, ensuring the development of these services in response to changes in legislation, Council Policy and the medium term financial position of the Council. Ensuring that Financial Procedures and practices are appropriate to the current legislation and Strategic Direction of the Council, and that the Council meets its section 151 responsibilities.
* Assist the Head of Accounting and Business Change in covering other areas in the absence of another individual at this level.
* The role is responsible for the ensuring that these services are professionally managed, and deliver at the operational level. This includes the operational responsibility in respect of the staffing allocation within their area.
* To be a key part of the services management team (and where relevant, departmental service management teams) that develop a culture of high professional standards and achievement within their area that enables the delivery of a highly motivated team capable of delivering of the Services objectives through continuous improvement using innovation and creativity.
* Where appropriate represent the Council at national regional and sub– regional forums relating to the Services including the LGA, London Treasury Officers Forum, London Pension Fund Forum, ADASS Finance leads, schools heads etc.
* To have the operational responsibilities for a defined area of the Service. Including overseeing the day–to–day management of staff for that part of the service. To include management of staff working remotely / providing services directly to customers, away from the core service provision.
* To work with the Heads of Accounting and Business Change in ensuring the Council's Strategies, Policies and Procedures in these areas are continuously developed to meet the Statutory Section 151 responsibility and reflect legal changes, IT Security requirements, current/future best practice in the public sector and the requirements of the Council. They will proactively horizon scan for legislative and other issues and provide a catalyst for change and the risk associated with this.
* To interpret government legislation and other materials in order to develop strategies, policies and practices that help maintain the financial stability and probity of the Council. Such products could include financing for schools and fees & charges to the public and service users, without which schools would not have budgets and the Council would have a material deficiency in its overall financial health.
* To represent the Council at national, regional and sub–regional forums as appropriate to their area of responsibility. To maintain professional peer networks, enabling benchmarking and bringing best practice to the Council.
