The new Intermediaries directorate will enable HMRC to shape and drive the delivery of HMRC's intermediaries' strategy.

This will include the standards expected to ensure high levels of trust in intermediaries and the tax ecosystem, and for particular intermediaries the design of the services HMRC provide to ensure intermediaries can effectively interact with HMRC and enhance customer experience.

The scale of the challenge, given the diversity of intermediaries and the complexity of the tax system, exposes the need for system transformation. That will take time and will benefit from carefully staged reform under the right governance. This role brings those elements together, supporting both the Directorate and wider HMRC efforts in transforming HRMC's approach to intermediaries.

This is a challenging and high–profile role which will be pivotal in transforming HMRC's approach to intermediation in the tax system. Through strengthening partnership with intermediary groups and co–ordinating activity within HMRC and other parts of government it will help ensure that we create the right environment and structures to prioritise changes that protect customers and improve the efficiency of the tax system.

Millions of taxpayers already rely on intermediaries to perform key functions in the tax system and new ways of working and digital advances are likely to increase their importance.

HMRC's Tax Administration Strategy (TAS) acknowledges the growing role of intermediaries in the tax system, our customers desire to trust and rely on them, and the consequent need for action to assure and raise the standards of intermediaries. Doing so offers significant opportunities to improve the collection of tax and combat the risks to customers posed by bad actors and poor behaviours.

All parts of HMRC need to back the ambition and support delivery and this role will play a key role in ensuring that the Department pivots to accelerate ExCom's commitment to transforming HRMC's approach to intermediaries.

The post holder is accountable for the direction and activities of the team and for the reporting of progress, risks and issues to the programme governance and other routine meetings. The post
holder is accountable to Director and Director General on programme governance, insight gathering and external engagement.

They will do this by:

• Driving delivery of HMRC's commitment to pivot efforts to enhance the effectiveness of intermediation using both the directorate's own resources and through co–ordination across relevant business areas within HMRC and across Government, through a Programme Management Office (PMO).

• Acting as the central, senior point of contact for external industry engagement, translating, communicating and engaging with Industry.

• Enhancing HMRC's stakeholder engagement with intermediary groups, challenging both internal and external partners to be creative and collaborative in identifying priorities, and ensuring that HMRC is coordinated across its business groups with regard to intermediary engagement.

• Looking across our work on intermediaries and ensuring we are taking the opportunities for our work to build trust in HMRC and in the tax system.

• Proactively providing research and insight capability across the work of the Directorate to identify opportunities and support policy development.

• Supporting the evolution of a new directorate within TS&TD. Attracting and recruiting top talent, to supplement existing teams and building a virtual team with clarity and purpose at pace. Post holder can expect a team size of approximately 30 FTE.

Responsibilities
A key part of this role will be to quickly complete the formation of the new 'Hub' team, retain and attract talent where necessary and inspire a collaborative, 'can do', problem solving approach. There is real scope for postholders to shape both their own role and that of the wider team. They will also work closely with other parts of the Directorate, other government departments and a diverse range of external partners.

There will be line management of a small team across multiple locations and virtually, exact grades and structure are still to be determined and there is scope for the DD to play a key role but there is an existing G6 led engagement team which consists of around 20 FTE.

As a Deputy Director, there will also be a requirement to work with other Senior Leadership Team colleagues to look out for and after the welfare of team members.

The postholder will be accountable for:

• Leading a programme management office for implementing the intermediaries' strategy and being responsible for the development and smooth running of appropriate governance and programme arrangements, including project delivery plans, risk management and assessment against success criteria.

• Driving forward cross HMRC efforts to engage with stakeholder groups, identify priorities, resolve differences and solve problems in developing policy options.

• Acting as the central, senior point of contact for external industry engagement, translating, communicating and engaging with industry on the aggregated impact of new policy requirements that impact upon them.

• Working closely with other parts of the Directorate, other government departments and a diverse range of external partners.

• Working in partnership with HMT and other government departments to promote HMRC interests and ensure coherence with wider government plans.

The successful candidate will demonstrate the following essential criteria:

• A visible, persuasive and delivery–focused leader and strong collaborator capable of working across organisational boundaries and externally to build consensus and drive forward a multifaceted programme of work at pace.

• A track record of solving complex strategic challenges, turning strategic solutions into practical deliverables and operating models.

• Experience of gathering and using evidence and insight from a wide range of sources to support policy decision–making.

• Excellent leadership skills, with the ability to confidently lead and inspire teams across multiple locations. You will be able to set direction, vision and goals while also nurturing and building capability within and across teams.

• A strong influencer, with excellent communication skills. You will be able to work collaboratively with senior internal and external stakeholders, providing high quality briefing (written and oral) on a range of sensitive and complex subjects
