This exciting role presents you with the opportunity to lead the initiation of a key programme in the Strategic Projects Portfolio –the GBP950m Rapid Charging Fund programme. Responsibilities include developing and agreeing the scope and responsibilities for NH as delivery body, scoping and designing the organisation responsible for administering the fund, overseeing the design of the fund to ensure it supports Government's policy objectives and leadership of a small team of internal and specialist resource. This is a high profile and forward–looking position with wide–ranging Government, stakeholder and industry interfaces. What you will be leading on
Programme and Project Management Design and establish an operating model for the GBP950m Rapid Charging Fund, including delivery of a high level operating model, project organisation, resourcing strategy and governance, reporting and assurance environment. Develop and agree pilot strategy for the fund.
Collaborative fund design Working alongside the Office for Zero Emission Vehicles (OZEV), lead technical partners and internal resource to further develop the Rapid Charging Fund framework, ensuring that it sufficiently incentivises the market to bid and realise Government's policy objectives and that it is ready for pilot, then scheme opening date.
Leadership Lead a professional core project team, a small team of technical advisors and a cross company multi–disciplinary team in a matrix leadership arrangement, and contribute to the overall leadership of the Division and Directorate
Stakeholder Management: Develop and maintain constructive relationships with key stakeholders including OZEV, Department for Transport, Ofgem, Transport Focus, building confidence in NH as a delivery body.To be successful
A strong background in project planning, delivery and risk management
Track record of working in fund or contract management ideally within the public sector
Significant experience of leading and motivating staff and co–ordinating workloads across teams, including those not directly managed, to achieve maximum efficiency
Strong commercial skills, including supplier incentivisation
Strong partnership building and stakeholder influencing skills and the confidence to challenge others, including senior colleagues, where necessaryThe Strategic Projects Division's main purpose is to lead a portfolio of strategic change projects and programmes for National Highways (NH), including design, delivery and implementation of charging and tolling services, and managing NH's response to major UK infrastructure projects
