We are looking for a Head of Energy & Carbon Management: – To provide strategic leadership for Energy Management function and to provide specific expertise on energy and carbon management, ensuring that officers are informed on the latest developments in this regard:
Responsible
To be responsible for the design, delivery, and management of the Low Carbon Energy Infrastructure programme and projects. Leading the energy infrastructure portfolio to ensure delivery of energy capital projects; including decentralised energy, and grow our energy efficiency work:
Qualification – Essential
* Educated to GCSE level or equivalent
* A degree (or equivalent) in science, engineering or a relevant subject is essential
* A postgraduate qualification in a relevant discipline is desirable
* Membership of a professional body in a relevant environmental, engineering or energy–related field
* Advanced –Microsoft Office, Word, Excel, Outlook, PowerPoint and Social Media
Essential – Skills,
* Robust analytical, data analysis and interpretation skills
* Detailed understanding of relevant Energy and Carbon Legislation, including the Climate Change Act 2008; and the Energy Performance of Buildings Directive 2007
* Ability to develop business cases and ability to promote them to ensure senior officers buy–in
* Excellent project coordination skills and the ability to manage several professional disciplines, agencies and overlapping delivery deadlines
* Knowledge of the issues and benefits of the variety of Energy Services Companies and special–purpose delivery vehicles relevant to local authority combined heat and power (CHP) schemes
* Ability to produce innovative solutions to complex issues spanning multiple technologies, organisations and services
* Ability to research and draft reports, letters and publicity material, and present written material to groups, other bodies and committees
* Strong financial management with a capability of delivering projects on budget
* Proven ability to operate tight financial management within a programme from several sources, including budget preparation, change processes and commitment control
* Proven ability to maximise funding and deliver value for money throughout projects
* Excellent communication skills and the proven ability to form and manage effective stakeholder relations and expectations

Hours: 36.00 hours per week
Duration: 3 months; TBC after that on performance
