The Chief Medical Advisor provides professional medical advice in relation to the agency's statutory responsibilities concerning the fitness, health and medical care of seafarers and fishermen, including clinical and professional oversight of about 230 MCA approved doctors.
Job description
The post is nominally based in MCA HQ Southampton but homeworking is possible, subject to good telephone, internet connection and email access. Regular contact (several days a week) and at least monthly meetings with the Medical Administration Team in Southampton are expected. Attendance at meetings with UK and some overseas travel as required for audit of approved doctors and other purposes. Meetings may be face to face or virtual as required.

It would be advantageous if the role holder could be available on a flexible basis to advise the Medical Administration Team and Approved Doctors on clinical matters.

Responsibilities
Key responsibilities of the role include:

Approved Doctors (ADs)
Medical aspects of management of around 230 medical practitioners, in the UK and overseas, approved to conduct UK statutory seafarer occupational medicals, including appointment and audit against MCA standards and requirements.

Ensuring all Approved Doctors (ADs) are kept up to date with regard to medical standards and other relevant medical matters by:
• Regular review and updating of the AD Manual
• Producing a regular Newsletter for ADs (twice a year)
• Planning and leading the annual Seminar for ADs

Assist with the medical aspects of the new electronic Approved Doctors Information System (ADIS), including keeping the training package for newly approved doctors under review

Medical Reviews
Oversight of the team of Independent Medical Referees who rule on seafarer medical appeals including annual casework meetings and appointment when required.

ML5 System
• Medical aspects of management of the small team of Medical Assessors who deal with medical referrals for seafarers covered by the ML5 certification system (small commercial and inland waters personnel, and fishing) including annual meetings and appointment when required..
• Advise on the introduction of the ML5 system for smaller fishing vessels by 2023

Policy and Standards
• Developing, implementing and keeping under review UK statutory maritime health standards, to ensure they remain fully up to date.
• Collaboration and development of international guidelines on maritime health standards with UN Agencies and interest groups.
• Providing advice to MCA on clinical aspects of policy including ship's medical stores, Ship Captain's Medical Guide, ENG medical examination and other relevant areas

Telemedical Advice Service (TMAS)
Providing advice to MCA on the operation of UK TMAS and attending the annual contract meeting with providers.

Meetings
• Attend meetings where possible and as required as follows
• Northern European Medical Administrators group to discuss AD systems, relevant legislation and other relevant matters.
• International Symposium on Maritime Health
• DVLA expert panel meetings
• DfT Senior Management Group
• Standing joint policy committee of the Dreadnought medical service
• UK National Maritime Occupational Health and Safety Committee
• Occasional international meetings at the International Maritime Organization and International Labour Organization, to represent the UK.
• MCA Clinical Governance Board

This role is contracted to 24 hours per week, although there will be an expectation to be flexible based on business need and scheduled meetings.

Person Specification

The successful candidate must be able to demonstrate their experience and skills against the following Essential criteria:

• An experienced medical practitioner who holds, or is immediately eligible to hold, a license to practice issued by the UK General Medical Council, who fulfils the requirements for appraisal set by the GMC.
• A medical higher professional qualification or significant body of experience in occupational medicine, maritime medicine, primary care, or another relevant specialty.
• A sound understanding of, or experience in, the UK Maritime Industry
• A sound understanding of, or experience in, International Policy or Standards
• Politically savvy with an ability to anticipate political risks to high profile programmes and operational delivery of emergency services.
• An ability to translate strategic priorities into clear outcome focussed objectives for managers and drive forward the achievement of these objectives.
• Formal auditing qualification or experience
• Ability to lead and motivate health professionals to follow rules and frameworks of guidance in order to secure consistent outcomes.
• Understanding of the ethical frameworks for good occupational and maritime health practice and to intervene effectively if these are not observed.
• Familiarity with research methods to enable effective interactions with contractors and with academic advisers. The ability to synthesise their findings into practical solutions to maritime health problems that are acceptable to interest groups in the sector.
