Transformation Programme Manager

Role context:

The Transformation Programme will see the council working closely with residents and partner organisations to develop better ways of providing services, including through more use of digital technology as well as providing staff with a more Agile / Smart / New Ways of working environment aimed at improving quality of life and delivering savings across the council.

Key aims and responsibilities:

1. Lead and is accountable for the co–ordination and successful delivery of the Programme, a series of complex, multifunctional business transformation projects and programmes which will ultimately deliver a new council wide operating model based on new ways of working, partnership, and high–quality, efficient services, enabling the council to deliver its strategic objectives and resolve complex, cross–cutting challenges.

2. Oversee the development, engagement, and delivery of the individual workstreams and projects, in line with the overall programme, managing dependencies and risk, and providing consistent and balanced decision–making and prioritisation.

3. Define the programme's governance arrangements to ensure there is rigour, probity, and challenge to the workstream activity so that they deliver on the outcomes to be achieved, ensuring individual projects are coordinated with the strategic objectives of the Our Cambridge programme and achieve the programme outcomes.

4. Ensure strategy is translated into project delivery and assist the Programme Sponsor and various Workstream Boards with strategic planning to ensure the programme continues to deliver the council's strategic objectives and realise sustainable benefits.

5. Develop and deliver effective programme engagement and communications which establish understanding, commitment and buy–in from employees, members, and key stakeholders.

6. Develop and deliver a coherent engagement strategy for all stakeholders.

7. Manage the programme's budget, monitoring expenditure and costs against delivered and realised benefits as the programme progresses.

Key Skills and Experience:

* Significant relevant experience in the management of complex programmes across large public sector organisations with multiple stakeholders.

* Extensive experience and knowledge of the full range of council services, including the requirements, systems, policy, practices, procedures, legislation, and major issues.

* Extensive network of key local government influencers and stakeholders who can be called upon to give challenge and guidance.

* Extensive experience and knowledge of developing and delivering public sector communications strategies to different audiences across different disciplines, including marketing, public relations, and social media.

* Strong understanding of strategic human resources and the principles of organisational development.

* Experience of developing key performance indicators which reflect progress against key milestones, ensuring transparency, escalating issues appropriately and managing risk.

* Extensive experience of overseeing corporate improvement activities, including delivery of significant cashable savings.

* Understanding of project, programme and change management methodologies

* Proven leadership ability, with evidence of developing a multi–disciplinary team approach, managing staff, inspiring confidence, encouraging, motivating, and influencing others

* Recognised programme/project management
