The Programme manager will lead this government department through completion of 5 core business change projects in order to increase efficiency in critical procedures.

Description
Planning and Organisational Skills/Analytical Skills:
?? Manage programmes using the programme lifecycle (based on Managing Successful Programmes).
?? Planning and designing the programme and proactively monitoring its progress, resolving issues and initiating appropriate corrective action.
?? Defining the programme's governance arrangements together with the SROs.
?? Define projects within the programme.
?? Ensure effective quality assurance by building in review and sign off milestones.
?? Develop benefits profiles and benefits realisation plans.
?? Ensuring the delivery of agreed outcomes, on time and within budget, in accordance with the programme's plan and governance arrangements.
?? Writing business cases, options appraisals, cost benefit analysis and impact assessments where needed.
?? Managing both the dependencies and the interfaces between projects within the programme and those under other programmes.
?? Ensuring appropriate resources and skills within the programme's individual projects.
?? Managing collaboration with partner organisations in the delivery of specific projects and assignments.
?? Managing risks to the programme's successful outcome.
?? Initiating extra activities and other management interventions wherever gaps in the programme are identified or issues arise.
?? Reporting the progress of the programme at regular intervals programme boards, Directors and the Board at and senior staff in external organisations as required.
?? Ensuring effective quality assurance and overall integrity of the programme.
?? Manage third party contributions to the programme if appropriate.
?? Report progress of the programme to the programme board and SRO using the highlight report standard.
?? Produce and review documents for presentation to programme boards.
?? Manage programme risks and issues.
?? Maintain lessons learned logs.
?? Write lessons learned and programme closure reports.
?? Manage changes to programme requirements in a formal way through the programme board.
?? Work collaboratively across the organisation.
Responsibility for Policy and Service Development:
?? The programme manager will be responsible for the production to programme management documentation that adheres to the defined standards.
?? The post holder will lead on the development of programme delivery processes and standards assigned to them and gain agreement to these at the Transformation Portfolio Meeting (the meeting of the project delivery community). The post holder will then implement these across the org contributing to improved programme delivery capability across the org.
?? The postholder will contribute to the development of Corporate Portfolio Office internal processes.
Responsibility for Finance:
?? Managing, on a day to day basis, the programme budget and reporting on expenditure.
Responsibility for Staff, HR, Leadership or Training:
?? Building and maintaining effective programme and project teams, providing appropriate challenge and support.
?? The postholder has responsibility for delivering training on a range of programme/project delivery topics e.g. benefits realisation, planning and project reporting.
Profile
- Central gov or arms length body experience.
- Business change experience as opposed to IT transformation
- Programme management experience ideally managing up to 5 projects
Demonstrable success in the planning and delivery of complex, multi–stakeholder programmes within Public sector and government
Programme/Project planning including the use of Microsoft Project
Microsoft Office including Excel, Word, PowerPoint and Outlook
Ability to manage and set budgets and a working knowledge of financial processes
A good appreciation of what needs to be undertaken to deliver transformational change to people who will be affected by new policies, procedures and systems

Job Offer
The programme manager will receive GBP600 – GBP650 per day Umbrella
Remote working – Must be UK based
Offices in London and Nottingham if needed
