Hampshire County Council are currently recruiting a temporary Programme Manager reporting directly to the Head of Transformation within Policy & Governance, this position will play a key role in business transformation and change across, and beyond, the County Council. The team will include various levels of consultancy roles, which together will support this agenda and ensure strategic change is developed and delivered. Whilst roles will share similar accountabilities, the level of responsibility within accountabilities will vary according to the level of the role e.g. contribution to and impact within the overall programme, complexity and challenge of issues, political interface etc.

You will provide significant operational and strategic contribution to transformational programmes and projects e.g. systems and process improvements, innovative ideas to options generation and providing a review, challenge and a 'critical friend' role in specific areas. You will typically be involved in the most challenging and complex projects and will often deal with sensitive and higher risk issues. This role will lead complex programmes or projects and have a sophisticated understanding of programme and project management principles (PRINCE2 and MSP). The ideal candidate will have highly effective PM skills and must be able to identify and deal with change management issues and lead projects within complex transformational programmes or specific departmental requirements to deliver change programmes as necessary. Ability to demonstrate competence in a functional area, as demonstrated through qualification and/or significant relevant experience.

  • Sophisticated programme and project management experience and planning skills for managing total workload and complex and challenging individual projects (PRINCE2 or other comparable project management methodology).
  • Strong analytical and problem solving skills. Able to analyse and present complex data to a range of audiences.
  • Strong numerical skills and a good understanding of local government finance.
  • An excellent understanding of the challenges facing local government, locally and nationally.
  • An understanding and sensitivity to the political environment in which the Council operates.
    Strong research skills, able to use innovative ways to access and present data and information required.
  • Experience of collating and using best practice and benchmarking data to improve services.
  • Able to identify potential future priorities for the Consultancy team, constantly horizon[1]scanning for best practice research and opportunities to share amongst the team.
  • Experience of carrying out process reviews (using Lean for example) and identifying efficiencies and improvement opportunities. Commitment to customer service and quality service provision at all times.
  • Excellent interpersonal skills and communication with all levels of staff.
