The existing Highways Services Contract finishes in September 2023 and the authority is now looking to re–tender.

The new Highways Service will have a social value focus to improve the way of life for the people of Suffolk through apprenticeships and support the communities through expertise and/or services for social/community groups. We have an exciting opportunity available for you to join us as a Contract and Programme Manager based in our Phoenix House, Service Delivery Centre, 3 Goddard Rd, Ipswich IP1 5NP or a hybrid working mix of home and office, which must suit the business need.
Your role
* reporting directly to the Service Manager
* proactively develop and manage contract documentation to ensure the highways service, both now and in the future, delivers on Suffolk County Council's corporate objectives, incorporates best practice, and embraces emerging technologies
* part of a contracts team to manage the Highways Services Contract, with a lead role on the successful demobilisation of the existing contract, and effective mobilisation and continuous improvement of the new contract arrangements; ensuring they are at the forefront of highway maintenance
* lead on the management of the Highways Services multi–year delivery programme, ensuring work commissioners and the contractor's resources are aligned, coordinated, and effectively deployed in delivering efficient and well–communicated highway works programme across Suffolk.
Your responsibilities
* you will bring agility and motivation to the team and be a leading part of the project to ensure the tender documentation is ready in good time
* engaging with those wishing to tender to undertake the work
* assisting in managing the Highways Service Contract and take responsibility for, working with commissioners and contractors and the delivery of the annual programme of works, year on year.
The team
* we are responsible for the management of the current Highways contract and directing colleagues and contractors in delivering Suffolk County Council's Highways Service.
* focus for the first two years is the tender process to ensure the best partner organisation is appointed to work with, this is in addition to the continued delivery of the current service arrangements
* for the subsequent years is to build a new Suffolk Highways as a collaboration of Contractor and County Council to meet the primary objective of maintaining roads and to deliver new highway infrastructure in Suffolk. Personnel from the different organisations will need to work together in integrated teams as part of an alliance that aspires to be as effective, efficient, respected as possible and at the forefront of highway service delivery in a climate friendly manner.
