As a Head of Pre–Construction, you will be responsible to the Board Commercial Director for leading the team delivering estimating and preconstruction services to the business. Ensuring the timely submission of compliant tenders offering the client value for money based on the information provided. Furthermore, ensure the estimating team delivers high quality bids whilst making sure the correct resources have been allowed for the requirements of the specific project. Analysis of markets and proposals to board for strategic pursuing of new opportunities. Managing pipeline information and reporting to the board on forecasting and opportunities.
KEY ROLE DELIVERABLES
?? Provide a fully compliant bid for review by the Board Directors ready for submission to the client.
?? Ensure the Technical Bid is completed to the highest quality.
?? Manage the bid process to meet the business strategy.
?? Review estimators build ups to confirm adequate resources have been allowed.
?? Co–ordinate with Project team members to encourage their input to the methodology of delivery for the project.
?? Challenge the thinking of estimating and project members to ensure the 'best' strategy is found.
?? Negotiations with clients and potential clients to ensure business continuity in line with the business strategy.
?? Attend and participate in SMT functions, playing an active role in the Boards vision.
?? Prepare and review current procedures to ensure these align with the business function and processes.
?? Securing work which aligns with the current business strategy.
?? Develop and monitor targets with the Board to allow reporting on the tender results.
?? Coordinate with supply chain to maximise tendering potential.
?? Ensuring that the commercial risks to which the company is exposed are fully identified and evaluated in accordance with the risk management policies and procedures of blu–3. Input into SMT risk register as and when risks are identified and arises
?? Determining the requirement for the provision of warranties, bonds, guarantees etc. to be issued by blu–3 in conjunction with the finance director.
?? Ensuring all commercial activities are performed in an ethical manner while maintaining a competitive position for blu–3.
?? Maintaining awareness of relevant current business issues in the relevant industry sectors including changes in tender procurement practice and client procurement strategies.
?? Espousing and demonstrating by personal actions, the core values of the company.
?? Managing a number of complex issues within tight and unpredictable time frames.
?? Operating in a loosely defined business environment requiring a flexible and creative approach.
?? Working with and leading commercial debate with senior managers and other directors.
ESSENTIAL AND DESIRABLE SKILLS
?? Excellent written and verbal communication skills
?? Excellent commercial management skills with close attention to detail
?? Good interpersonal relationship skills with confident, resilient approach
?? A team player who is self–motivated with good decision–making skills
?? Good presentation and negotiating skills
?? Independent, challenging mind, with the ability to make decisions in areas directly affecting other managers from across blu–3 in a pragmatic and professional manner
MINIMUM QUALIFICATIONS/EXPERIENCE
?? Degree or equivalent professional qualification in a relevant subject
?? Working knowledge of utility and construction sectors
?? Working knowledge of costing and estimation techniques
?? Minimum 15 years' experience in construction industry
?? Working knowledge of planning/ construction techniques
?? Knowledge of construction contracts and related procurement contract documents and practice
