The Role:

Hackney Council is looking for an exceptional candidate with extensive experience and knowledge in energy and carbon management to lead its Energy and Carbon Management Team as Head of Energy and Carbon Management.

As a Council, we have made a commitment to do everything within our power to deliver net zero carbon emissions across the Council's operations by 2040. This commitment means that we will do everything within our power to deliver against the targets set by the IPCC's October 2018 1.50C report, across our functions (including a 45% reduction in emissions against 2010 levels by 2030 and net zero emissions by 2040), and seek opportunities to make a greater contribution. We know that these are ambitious targets and this is why we have reshaped our corporate Energy and Carbon Management Team so as to be able to deliver out current and future aspirations.

Hackney has developed and branded its energy services delivery arm - Hackney Light and Power - to support the Council in meeting the declared target to become net zero carbon borough by 2040. This branded service which is now integrated with the Energy and Carbon Management Team will take the lead in delivering a wide range of energy services including but not limited to: Green Homes program, rollout of EV charging points, energy generation from solar panels and tackling fuel poverty.

As Head of Energy and Carbon Management, your work will be closely linked with the Hackney Light and Power operations. You will be expected to provide strategic leadership for the Council's Energy Management function and provide specific expertise on energy and carbon management, ensuring that officers of the Council are well informed on latest developments in this regard. You will also be expected to take ownership for, develop and manage Hackney's Energy Strategy and Policies relating to utilities within the Council, including procurement and consumption across the Council's civic and residential estates.

You will be responsible for the design, delivery, and management of the Council's low Carbon Energy Infrastructure programme and projects. You will lead on the Council's energy infrastructure portfolio to ensure delivery of energy capital projects; including decentralised energy and grow our energy efficiency work.

To succeed in this role, you must be able to build fruitful working relationships with diverse stakeholders both within the organisation and externally. We will need you to negotiate and deal with suppliers both in respect of the Council's energy contracts and also in respect of our energy generation programmes. You will also need well developed judgement and discretion to deal with current and emerging issues in the energy industry, as they impact on Hackney.

Our ideal candidate for this role must have strong specialist knowledge and proven experience in energy management, including strategy development; compliance; energy management systems, district heat systems, procurement, carbon offsetting, smart energy, behaviour change, energy performance contracts and building services technologies. There is a lot of work to be done, so you will need to be an experienced project planner with an eye for detail and able to carry out operational tasks as may be required.
