The Role
The In–House Services and Estates (IHSE) team are custodians of the parliamentary estate. The Team has been recently formed from the previous In–House Services and Strategic Estates Teams so that there is one integrated team providing a range of joined–up services to all customers which creates a number of benefits for the business, our colleagues and Members.
The core purpose of the role is to provide strategic financial insight to IHSE, leading the IHSE Finance Service, business planning, performance reporting and supporting the development and evaluation of IHSE business cases, ensuring these are integrated and support the delivery of the House of Commons' and House of Lords strategies. This includes responsibility for IHSE financial accounting and reporting, financial control and oversight of financial systems and operations.
As a senior leader, the postholder will also contribute to the collective leadership of corporate finance and the Senior Leadership Group in IHSE. The postholder will be a member of the wider Parliamentary Finance Community providing financial assurance to the Finance Directors of the House of Commons and House of Lords.
The Person
The successful candidate will have the following skills/experience:
* Holds a professional finance qualification (CCAB or equivalent)
* Strong track record of success in a senior finance leadership role in a complex organisation, evidence of building excellent stakeholder relationships which drive strategic insight, influence decision making with impact and professional credibility.
* Demonstrable experience of providing insight and clear strategic understanding to ensure financial objectives are embedded into the decision–making process at all levels of the organisation; by analysing and interpreting a variety of sources of information, and reporting conclusions and recommendations to senior stakeholder.
* Ability to build trusting relationships, confidently and credibly challenge and influence at the most senior levels including across organisation boundaries in a considered and professional manner to achieve strategic objectives.
* Demonstrable experience of leading corporate business planning and monitoring, development and analysis of business cases, and performance frameworks and link these with financial performance.
* Highly effective communication skills and a demonstrable ability to effective lead, motivate and inspire a team and stakeholders to improve service delivery and to deliver results at pace, even in times of ambiguity.
* Ability to inspire, motivate and engage teams to deliver high performance and capability, while demonstrating the House's values and behaviours, including commitment to diversity and inclusion.
