The Hr Partner will support Directorates with key HR queries acting as the 'go to' contact role for questions that are not resolved through Contact Point To support on an interpretation of policies for Line Managers and triage requests to the correct point in HR (including passing complex cases to Employee Relations (ER) team where required)
Main duties and responsibilities
Operational Delivery
- Supporting, coaching, challenging and empowering Directorate line managers in managing people issues (e.g. Disciplinary, Grievance etc.)
- Dealing with local trade union (TU) representatives in relation to individual cases or local collective issues
- Undertake effective Job Evaluations, drawing on benchmarking data and ensuring a fair, consistent and objective assessment
- Supporting and facilitating the application of the Council's policies on performance appraisal and on people issues relating to the individual or collective performance
- Finds solutions to problems relating to a strategic, policy or legal constraints or requirements
- Understands local issues in the Directorates and takes action based on the implications from an HR perspective
- Ensures that relevant work is passed to the appropriate point in HR as required (including the ER team for complex ER cases)
Stakeholder Management
- Builds and maintains relationships with line managers, employees and TU representatives across the Directorate(s) to ensure positive interactions and speedy resolution of any issues that arise
- Ensures senior Directorate stakeholders receive insight from their people data (e.g. sickness reporting, grievance numbers etc.)
Technical Skills, Core Competencies and Other Attributes
- Interpret HR Policy & Procedures and provide advice to stakeholders appropriate to the situation
- Develop HR colleagues and line managers
- Provide accurate and appropriate advice to line managers
- Ensure that HR Policy & Procedure (as well as processes and principles) are well communicated and understood across the organisation
- Applies a deep understanding of the work being undertaken by the client
- Interprets HR Policy & Procedure to the case–by–case context of the Directorates
- Attuned to the customer's needs (in a prompt, comprehensive and appropriate way)
- Applies relevant UK employment and discrimination law knowledge to clients activities
- Ensures all required legal measures are taken across the people agenda
- Applies any proposed changes to employment law to working HR practice
- Applies key legislation when approaching/engaging with diversity and inclusion
- Strong analytical skills and the ability to evaluate data and establish key insights
- Ability to interpret financial, people and performance data and commentaries
- Ability to review and challenge content provided by other team members and local HR teams
- Understanding of the Directorate's objectives and priorities
- Able to integrate external sources of data where necessary (e.g. using CIPD / ACAS websites)
