Connect2Luton are excited to recruit a Service Director on behalf of Luton Borough Council within their XXXXXXXXX department!

As Service Director you will responsible to lead, manage, deliver and develop the Directorate's services and resources in a manner consistent with the Council's aims and policies and the professional standards falling within the scope of the Division. Lead the Directorate's management team and the overall aims, objectives, statutory obligations and targets.

About the Role

  • Provide strategic direction to the Strategic Community Services function in order to:
  • support the Council's target operating model objective of "enabled communities"
  • foster effective working relationships with community organisations and activists
  • support the Luton 2040 theme of communities working together for greater resilience, engagement and social responsibility.
  • Lead, develop and promote the Council's social justice policy, strategy and activity including the equity, inclusion and cohesion agendas for the Borough, ensuring compliance with the Public Sector Equality Duty and to review and advise upon the preparation of integrated impact assessments and the implementation of measures intended to mitigate adverse impacts. Provide strategic direction in relation to policy, strategy and action plans for cohesion, integration and counter extremism.
  • Provide strategic direction on communications and marketing – including brand development and management, campaigns and social–media, sponsorship and advertising, press and PR and consultation and engagement.
  • Lead the Prevent and Counter Terrorism agenda, including the delivery of the Council's Prevent Duty. Chair the Prevent Board and lead extensive partnership working with NPCC, Police, Home Office and other key partners, including leading the delivery of the multi–agency Prevent Plan and local projects.
  • Oversee democratic and electoral services, including Local, Parliamentary and European elections and referenda, to ensure procedural and legal compliance. Chair of the Constitutional Review Group.
  • Oversee the management of civic events and the Members' support function, including support to the Mayor, Deputy Mayor and councillors.
  • Lead the development and delivery of trading activities for the service.
  • Contribute to various senior leadership groups progressing complex, cross cutting issues such as child sexual exploitation, health inequalities and family poverty.
  • Provide strategic direction on the development of the Luton 2040 Strategy, working across the organisation and external partners to ensure that programmes of activity are co–ordinated, effective and relevant to the needs of Luton's people.
