Accountable to the Assistant Director of Performance, the Head of Performance
Management and Improvement leads on overseeing all aspects of operational
performance for the Trust and managing the day to day responsibilities of the
performance team. The post holder will be expected to build strong relationships with
all operational divisions and corporate teams to support the delivery of performance
for the Trust.

The post holder will act as a link between the operational, corporate and executive
teams, providing high quality analysis to help the Trust understand its performance,
and develop clear plans for improvement. In addition, the post holder will support the
Trust in developing clear governance processes for the management of performance
and support the wider executive team with performance management aligned with
the accountability framework.

Key Result Areas & Performance:

* To identify all national and locally agreed performance standards applicable to
the Trust and work with Executive Team, Directorate Managers, Lead Clinicians
and other staff as necessary to ensure clarity of ownership around delivery of
performance and improvement objectives.

* To ensure that Executive Directors, Senior Managers, Lead Clinicians and other
staff as appropriate understand specific performance requirements applicable to
their areas of responsibility.

* To ensure that Executive Directors, Senior Managers and Lead Clinicians receive
accurate and timely information on performance against key standards and
ensure that appropriate audit trails are in place for key performance standards.

* To manage and oversee the work of the performance team, with the support of
the Deputy Director.

* To work with the performance team to validate and authorise KPI data for
regular and ad–hoc performance reports as required for external issue by the
Trust.

* To analyse and interpret complex performance data, make judgements about the
impact on agreed plans and targets and present options for appropriate action
where necessary.

* To work with Executive Directors, Senior Managers, Lead Clinicians as
appropriate to ensure that action plans are developed to address areas of actual
or potential performance risk.

* Lead development and implementation of the Trusts corporate performance
management system.

* Oversee development and implementation of key performance standards and
outcome measures for Trust community and acute services ensuring the
maintenance and accuracy of related waiting lists.

* Chairing weekly performance meetings with General Managers and Service
Managers to understand performance and support services to deliver
constitutional standards and commitments made to regulators.

* To support challenged areas as required – this may be through overseeing
delivery of training to staff, providing analysis to develop recovery plans or
setting up local elective access management structures.

* Oversee development and maintenance of operational procedures for the
management of performance and all operational processes and ensure elective
access principles and national guidance are fully embedded within
accompanying SOPs and other documentation.

* Oversee design and implement training programmes for operational and
performance management and SOPs, ensuring that it is fit for purpose and
reaches all staff, administrative and clinical.

* Oversee development of effective modelling tools for demand and capacity and
service planning and to support divisions in applying these locally and use this
information to support development of trust annual business plan.

* Oversee development, implementation and management processes for tracking
and reporting progress against performance standards on a weekly/monthly
basis as required.

* To oversee and support divisions with the management of any large–scale
validation exercises that are required, ensuring these follow systematic
processes including clinical harm reviews.

* To drive implementation of software packages that may support elective access
delivery, such as scheduling, data quality or demand and capacity.

* To prepare and issue comprehensive performance reports to the Trust Board
and appropriate Sub–committees.

* To represent the Trust at planning and performance review meetings as
required.

* To lead, support or advise internal performance working groups within the Trust.

* To represent the Trust at external performance working groups with other
providers and commissioners and work in partnership to identify responsibilities
and agree actions needed to ensure delivery of corporate performance
standards.

* To lead on development of additional performance and quality standards that
will underpin the Trust objective to continually improve safety and quality.

* To be the lead point of contact for the CCG/ICS and APC enquiries on
performance issues.

* To utilise national benchmarking systems to identify performance improvement
opportunities and risks. To then work with divisional colleagues to develop plans
to improve performance.

* Ensure that performance team processes are documented and controlled and
that the team operates a maximum resilience model.

* Support the nominated Trust authorisation leads in review and validation of
regular performance returns to Commissioners and national bodies.
