Job Description

There could be no more exciting time to be a leader in HM Revenue & Customs (HMRC).

As we support the government's agenda and undergo huge ground–breaking transformational change.

The department has a vital role to play in making sure that effective business processes and IT systems operate at the UK border, and enable the continued safe movement of goods, passengers and parcels now that the UK has left the EU with a negotiated agreement.

Borders and Trade Group (B&T) is responsible for ensuring the changes to meet Policy intent and Ministerial objectives for the next phase of EU transition are delivered. This includes ending Staged Customs Controls and implementing the Northern Ireland Protocol and supporting delivery of an outstanding digital UK border operation by 2030. You will be joining a GMPP registered Programme, valued in excess of GBP300m, delivering c100 projects throughout 21/22.

The Business Discovery workstream is accountable to the Borders & Trade Programme for impacting new proposed scope elements and changes. It is a meaningful and integral part of the Groups change control, programme governance and change life cycle management.

You will be joining a small team of Business Analysts responsible for translating Policy intent into Business Requirements (level 1), to enable those to be taken into delivery, working to results–oriented timelines and levels of complexity. You will also need to ensure that the overall solution design and policy intent is achieved across the full range of projects in delivery to ensure that the overall service proposition works for our customers.

Responsibilities

Drive the research and gathering of business requirements against those articulated for the project determining need and value of performing the activity based on the context.

Work with Policy leads, business owners and business users to identify needs.

Employ a range of tools and techniques to map 'As–Is' and 'To–Be' business processes.

Evaluate requirements against the present state (where we are) & the target state (where we want to be) by seeing opportunities to develop successful business requirements needed to make the transition.

Analyse the potential consequences of a change and estimate what needs to be modified to accomplish that change and focus on prioritising changes within the details of the overall project design identifying potential partners.

Coordinate the work of systems analysis to ensure business needs are translated into solutions against identified timelines, & work with technical leads to ensure business needs are translated into the technical solutions.

Engage with policy and strategy to ensure business systems, workflows and processes contribute to target operating model.

Essential Criteria

•Recognised Project Delivery professional, with significant experience of working in a sophisticated Project/Programme environment.

Desirable Criteria

•Recognised Project Delivery qualifications, for example:

•BCAPM Registered Project Professionals

•International Diploma in Business Analysis

•Membership of Association for Project Management

•Leading Successful Programmes (MSP)

•APM Registered Project Professional
