Job description
This role has two vital accountabilities; the leadership of a new service and the leadership of teams and relationships.

Leadership of a new service to ensure workforce implications are an integral consideration of HMRC's strategic and longer term ambitions and choices:

Design and implement the strategic workforce transformation and planning (SWT&P) service and function for HMRC. Using data and insight, enable an organisational response to external macro trends and the changing future of work, longer term and strategic challenges and transformation programmes to deliver on HMRC's strategic objectives.

Develop the tools, methodologies, processes and technological requirements to ensure at an enterprise level there is the data and insight to translate our strategic objectives into strategic workforce choices and plans.

Increase organisational capability in SWT&P

Ensure that SWT&P and vital in year resourcing is seamlessly connected and workforce resourcing considerations? are an integral part of the strategic and tactical? business planning cycle both in–year and longer? term (+5 years)

Working with partners; develop data and insight visualisations that actively surface and manage known workforce opportunities, risks and issues.

Leadership of teams and relationships across HMRC and the wider Civil Service:

Design, develop, build and lead a high performing and effective Strategic Workforce Transformation and Planning team

Leadership of HMRC SWT&P boards, working collaboratively with workplace and finance colleagues

Lead on stakeholder engagement and collaboration, working with key partners and HMRC's Executive Committee to influence outcomes and deliverables.

Engage senior stakeholders with any business readiness, change management and supporting communications.

Clear leadership and progression of the SWT&P target operating model review, high–level design recommendations and implementation as part of wider HR Transformation

Actively contribute to the Great Place to Work objective as one of HMRC's key priorities, continuing to support other programmes and priorities.

Responsibilities
Person Specification
Aligned with two vital accountabilities of the role the essential requirements are:

Proven experience in transforming a workforce over a longer period of time, or leading strategic workforce planning utilising the tools and methodologies outlined in the role profile. You may have gained this experience through a business leadership role or within an corporate function (e.g. HR, finance, transformation).

A demonstrable track record of balancing longer term and strategic priorities with delivery

Excellent leadership, collaboration, sustained relationship building and influencing skills

Successfully operated as a leader

Previous experience in having worked in or with large and/or complex organisations with a national or international footprint.

It is also desirable that candidates have experience of:

Establishing and implementing a new service/solution/product

Programme/project delivery and change management particularly in senior roles.

Interpreting and presenting data and insight

Building organisational capability
