Full–time (37 hours per week) Head Of Service contract to start on 12–07–21 until 03–10–21 with a possible extension.

What is the Job?

This is an exciting opportunity for an experienced leader to join us in Portsmouth. The successful candidate will have operational responsibility for a number of key area's in Adult Social Care. At the same time they will work strategically across the health and care system to design and lead the provision of high quality accessible support and services that promote independence wellbeing and choice. Key elements of the role include:

– Strategic, high level decision making relating to service development, delivery, staff and resources.

– Work as part of a team with other Senior Managers within the service and external partners to deliver high quality services to Portsmouth residents.

– Work with other managers within ASC, PCC and partner agencies to ensure alignment of service transformation to deliver a sustainable social care service.

– Budget and resource planning/management and development of future savings plans and service design.

– Advising Deputy Director/DASS/colleagues/Members on policy and changes to legislative framework.

– Managing all the functions associated with being an employer, including HR consultation and decision making, chairing disciplinary panels, reorganisation implementation, etc.

– Establish a cohesive and high functioning service, implementing cultural change and improved systems and processes.

– Develop effective governance systems to assure the quality of social work practice and service delivery.

What are the requirements?

– Relevant qualification or experience in social care, including significant experience of managing social care services.

– Full understanding of, and commitment to, the integration of health and social care.

– Significant understanding of the national agenda influencing local government, the NHS and the wider public voluntary and private sector.

– Significant experience of budget management, including experience of having developed and delivered significant sustainable savings whilst maintaining quality.

– Significant experience in developing and delivering strategy.

– Experience of building productive partnerships is essential.

– Well– developed interpersonal skills.

– Extensive communication, negotiation and performance management skills.

– Good performance management skills.

– Have the ability to work within their delegated authority.
