Seven Resourcing is looking for a qualified Environmental Health or Trading standards officer with management qualification and significant senior management experience to undertake a 6 month initial locum contract with Dudley MBC.
Job Purpose:
To effectively manage the Environmental Health and Trading Standards (EHTS) function for the Local Authority and provide direct leadership and a strong sense of direction and purpose for all employees in the service area.
Duties and Responsibilities:
?? Provide effective leadership and management and work effectively with partners (both within and outside the Council) to enable the effective delivery of Environmental Health and Trading Standards functions.
?? The post holder will be accountable for the deployment of all available resources (human, financial, technological) to provide or commission a high quality service to communities and individuals in Dudley. The post holder will provide an effective and active contribution to the portfolio of service functions led by the respective Director.
?? The post holder will be expected to lead and effectively manage service change designed to help achieve the Council's overall strategic priorities and aims. The post holder must be prepared to work flexibly and swiftly adapt to changing circumstances in respect of services provided or commissioned by the Council.
?? To advise the Director on matters relating to Environmental Health and Trading Standards
?? Contribute to the implementation of the health protection plan and actions to address the wider determinants of health within the borough and across the Black Country. This includes contribution of the EHTS service to delivering the actions in the Dudley Covid 19 Local Outbreak Management Plan.
?? Plan and deliver services based on sound intelligence, evidence base, good risk management, regard to statutory and legal requirements and local need and evaluate
?? Identify trends and the changing needs of the community together with the emerging demands on services managed from external sources such as central government and ensure the contribution of intelligence from Environmental Health and Trading Standards portfolio are key elements within the Joint Strategic Needs Assessment.
?? Liaise with national government bodies such as DEFRA, BEIS, Office of Product Safety and Standards, Environment Agency, Food Standards Agency and Health and Safety Executive to ensure the statutory guidance and codes of practice are developed and implemented accordingly.
?? Support local economic growth and to undertake statutory consultee work to support the responsibilities of the Council as planning authority. Ensure employers within the local government enforced sector comply with workplace health and safety legislation. Deliver work plans to support local businesses to thrive and flourish post pandemic and enable them to live safely with Covid.
?? Work with the West Midlands Better Business for All partnership, the West Midlands Combined Authority (WMCA) and OPSS to developing a work programme to prepare for the Commonwealth Games 2022.
?? Ensure arrangements are in place within the service for employees to work outside normal hours as necessary, to perform routine duties and those in connection with minor and major emergencies and public health incidents as appropriate.
?? Engage with all relevant partner organisations and the commercial sector, to proactively support health and wellbeing and proportionate regulatory interventions, working with professionals across the West Midlands including but not limited to other Local Authorities,
?? Public Health, Government Departments, WMCA, Trade organisations, West Midlands Fire Service and the West Midlands Police to exchange best practice and lead where appropriate on specific funded projects.
?? To effectively manage the contribution the service area can make towards the aims and objectives set by the corporate and Directorate Working Groups, Sub–regional and Regional groups and others relevant to the work of the Service Area.
?? Commission, provide and contribute to the delivery of health and wellbeing initiatives (in support of the strategic aims of the Council and the Health and Wellbeing Board) for communities and service users in Dudley
?? Ensure an up to date Business Continuity Plan is in place and is regularly tested for the service.
?? Support a performance culture that delivers results through rigorous challenge, professional support and a determination to ensure continuous improvement in meeting the needs of the citizens of Dudley Borough and pursue the Dudley Borough Vision
?? To effectively manage the performance of the Service area by developing, implementing and reviewing Delivery Plans including preparing business cases in respect of other issues that affect service delivery.
To oversee formal proceedings on behalf of Environmental Health and Trading Standards and liaise with the Law and Governance officers to successfully progress cases through court or enquiry and to manage the allocation of costs awarded as income to the service area.
Exercise any delegated statutory powers allocated to the postholder in accordance with the Council's Constitution.
Promote and implement good employment policy and practice ensuring that individuals are effectively performance managed; supported in their professional development and fully equipped to deliver service expectations.
This also includes services not within the post holders remit, personally conducting investigations for grievance, disciplinary and redundancy cases and chairing decision making panels.
Liaise and work collaboratively with other service managers to deliver and/or commission services that help deliver the Council's strategic aims and objectives, ensuring the best interests of the council are secured through the negotiation and monitoring of contracts with all relevant external service providers.
Lead and ensure active and positive engagement with external partners and stakeholders at strategic and operational levels in order to support the delivery of the Councils aims and objectives.
Ensure that service provision is responsive to and reflects overall client, service user and wider community feedback within the context of achieving the Council's aims and objectives.
Ensure the Council's approach to community engagement and leadership are embedded into and reflected across the relevant areas of service delivery and make an individual contribution by participating in community forums, or similar.
Ensure effective communications within and across the service areas of responsibility and the wider Council, working closely with the corporate Communications & Public Affairs service as to present a coherent and co–ordinated approach to external communications.
Actively lead and promote a positive approach to equality which ensures the Council meets its statutory obligations, engages with all of its communities and develops an inclusive culture which positively welcomes diversity.
Make an effective contribution to corporate, directorate and service wide management teams and support the Council's leadership in service developments and where appropriate key corporate policies and initiatives.
Ensure compliance with all relevant Council policy and procedures throughout the service area(s) making an ongoing contribution to their review and development as necessary.
Participate in out of hours and emergency/contingency arrangements, either in a corporate capacity or in accordance with the specific requirements of the service area(s) for which the post holder is responsible.
To be on call on a voluntary and unpaid basis during all out of office hours during evenings, weekends and public holidays and attend site as necessary to provide interventions for minor and major emergencies.
To provide on a regular but voluntary and unpaid basis, senior management cover for Environmental Health and Trading Standards officers working out of normal hours by being the on–call manager to respond to alarms or other issues alerted by the lone working system out of hours.
To be a member of the Public Health & Wellbeing Senior Leadership Team and to deputise for the Director, Public Health and Wellbeing, as required.
Represent the Council at and/or work in national, regional, sub regional and combined authority work.
Attract external funding including working up bidding proposals for external funding streams, in compliance with the Councils External Funding Code of Practice.
Lead and ensure active consideration of Safeguarding responsibilities for children and adults in relation to services provided and dispensing the post holders duties. Acting cooperatively with colleagues in Safeguarding as required.
To deal with any work or undertake other duties as may be assigned to the Post holder from time to time by the Director, Public Health and Wellbeing.
To appreciate and understand trends and the changing needs of the community together with emerging demands on Environmental Health and Trading Standards Services as a whole and keep the Director, Public Health and Wellbeing and lead member informed as appropriate.
