JOB TITLE: Construction Project/ Programme Manager

Your position will be to ensure that the Capital works Programme is carried out in accordance with the Council's Development Strategy across all corporate stock including re–generation programmes; delivering schemes that meet the Council's design, quality and sustainability objectives in line with procurement and financial procedures.
As a member of a commercially driven team, you will be managing multi projects across the borough to deliver an improved return on significant assets working collaboratively with colleagues to achieve improved value for money and significant savings for the Department. Responding to an evolving work programme, subject to demand, priorities and unforeseen activities/events.
Job description:
1. People Management
Leading monthly on site project meetings with various contractors across all project locations
2. Operational Service Delivery
To take a brief from the Manager Capital Programme to achieve forward programme and delivery of targets to meet the requirements of the Development programme and key stakeholders.
Deliver financial appraisals, risk maps, project programmes, and regular update reports for all allocated development projects as required.
Undertake project management of schemes on cost, quality and delivery from inception to the end of the defects period post–handover.
Ensure that internal design forums are convened on a timely basis for all new development schemes.
Develop clear specifications for works, goods and services, and ensure that all contract administration is carried out in a compliant and timely way with consultant and contractor performance reviews, reports and meetings clearly documented and recorded.
Monitor contractor's performance in carrying out defects works, ensuring a high quality service is delivered to all stakeholder groups.
Ensure that all statutory and compliance obligations are formally documented and implemented through the Council's risk management systems.
Ensure all relevant approvals are sought to maintain delivery timescales.
Through regular consultation with the Manager Capital Programme and other departmental staff, ensure that all projects meet the Council's design standards and exceed quality of other locally comparable projects and are continuously improved to deliver value for money.
Develop and maintain cross functional links throughout Development and Assets providing advice as required in considering all relevant legislation and regulation in respect of new build developments.
Oversee change control, accounts management and project management as part of contract management
Manage any end of contract issues including supplier poor performance.
4. Service Planning & Development
Maintain knowledge of the current Team Plan and understanding of own contribution in order to ensure delivery of this plan.
Develop a positive and compelling vision for the Borough's future asset potential, demonstrating confidence in the strategic direction of the Council.
Ensure clear contractual performance indicators are in place, covering all aspects of development delivery with performance and response levels, together with an escalation process if performance outcomes are not met.
Keep the Design Brief up–to–date and in line with current legislation, the Council's requirements, stakeholder feedback, and changes in good practice as regard technical and building design matters.
1. QUALIFICATIONS & REQUIREMENTS
Construction/ property related degree or equivalent experience.
Relevant professional qualification in discipline covering building and construction e.g. RICS
Hold a current UK Drivers Licence or equivalent and have vehicle available for use at all times.
Able to fully access buildings/building sites/ rough ground in order to carry out aspects of the role.
EXPERIENCE
Minimum of 3 years' experience in a managing a portfolio of new build development projects from initiation to delivery.
Experience of Contract Admin, Planned Works, Housing Association Major Works would be suited.
