This is an exciting opportunity to join a fast–moving business which is geared to help the environment with a range of long terms Infrastructure projects, as the Infrastructure Programme Delivery Manager, you will have overall responsibility for the development and execution of a major GBP800M + infrastructure programme. This is a high–profile programme both regionally and nationally.
The role will lead on defining the strategy and will own the business case for meeting a range of infrastructure challenges in the area, having overall accountability for all facets of the programme, ensuring planning and delivery is in accordance with all quality, time and cost parameters.
Overview of the Infrastructure Programme Delivery Manager
* The Infrastructure Programme Delivery Manager, will provide senior management sponsorship and leadership to the Infrastructure Programme, ensuring effective and efficient delivery through the development and maintenance of a best–practice project and programme management framework
* Establish and ensure governance and controls are in place, outputs delivered, risks mitigated, stakeholders managed, benefits realised, costs are accurately monitored and portfolio tools in place across the entire programme
* As the Infrastructure Programme Delivery Manager, you will report to the Executive Programme Board on all relevant matters including, without limitation, governance, risk, resources, progress against project timetable, key project documentation and strategic options
* Own the programme level risk register and ensure appropriate controls and mitigation actions are in place
* Establish and maintain strong and effective working relationships with all programme stakeholders (local authorities, interest group and customers), ensure that project teams manage stakeholders effectively, maintain excellent relationship management with the full supply chain and delivery partners
* The Infrastructure Programme Delivery Manager will run Programme Boards and Steering Groups
* Ensure risks, issues and dependencies are being recorded, monitored and proactively managed to minimise disruption to successful delivery
* Agreed levels of programme, portfolio and project reporting on all projects being delivered or within the oversight of the PMO
* Agree resource plans against the prioritised portfolio of projects and challenge the programme to ensure the right capabilities and capacity are present within the programme
* Manage and motivate virtual or matrix project teams as well as direct reports
* Produce papers, presentations and updates for the review committees, Executive Leadership Team
To be successful as the Infrastructure Programme Delivery Manager you will have the following skills:–
* Track record of strategic planning and delivery within programme management and senior positions, along with appreciable experience across a range of functions
* Expert knowledge of regulated utilities, business planning, regulatory frameworks
* Good knowledge of engineering principles, construction and consultancy contracts
* Strategic thinker, sound judgement, decisive, and excellent decision – making track record, translates strategy into tactics and specific actions
* Communicates a powerful vision and aligns others towards its achievement
* Well–developed influencing skills
* Leadership and interpersonal skills necessary to lead a large team operating in a matrix structure
* Relevant engineering or project management professional qualification
