Job description
Reporting directly to the Director for Finance, Planning and Performance (FPP) and working to support activity throughout HMRC Customer Services (CS), the Deputy Director, BPRS plays a key role in supporting FPPs accountabilities to deliver a demanding portfolio of business support, financial management, insight and performance.
Key elements of the role include:
Leading a team of 3 G6s across 3 key functions of security & information, business planning, risk management & assurance and their teams, maintaining an integrated view of FPP service delivery both within and across each of the operational directorates.
Accountability for providing the CS Business planning process and associated insight to enable CSG SLT decision making and product development to achieve efficiencies and improved outcomes for the customer.
Development of a centre of expertise that leads on risk management, audit and assurance aligned and to underpin the delivery of the CSG business plan.
Development of a centre of security and information expertise to ensure and assure that CSG is compliant with HMRC/CS standards and appropriate data protection legislation i.e. GDPR.
Act as sponsor for people matters with FP&P working with the people lead (SO) and the HRBP to design and implement the directorate people plan. Ensuring there is the right leadership focus as well and underpinning communications process in place.
This is a key leadership role across Customer Services Group. You will work closely with Customer Service Directors, partners and key stakeholders and, as part of the FPP leadership team, help to build and maintain a culture that focusses on exceptional delivery through excellent relationship management skills and a deep understanding and awareness of business priorities.
The Deputy Director, BPRS will need to work collaboratively with FPP SLT to integrate this expert service function within the wider portfolio of FPP services.
Key to this will be a willingness to engage with partners, stakeholders and internal colleagues to bring about new ways of working to deliver an industry leading service.
Accountabilities:
Delivery of expert services to ensure CSG compliance with legislation, HMRC and CS policy, and assurance specifically around security and information and build capability across CSG.
Accountable for the CSG rolling business planning process, enabling CSG SLT to set priorities, underpinning objectives to progress and improve customer services.
Accountable for audit and risk across CSG working with the delivery directorates to assure and build capability.
Leadership and management of 3 functional teams ensuring capability and capacity to deliver a service internal and external to FPP.
Responsibilities:
Working as a trusted business partner with FPP DDs to deliver optimal services to operational colleagues.
Leadership of a diverse team of FPP professionals ensuring the team has the right skills and resources to deliver good outcomes.
Business Planning:
Guardian of the CSG rolling Business Plan, producing the CSG level plan tracking progress and attainment against plan.
Facilitate delivery of 12 month rolling plans to operational directors, which are comprehensive and are analysed for risk, issues and challenges and appropriately discussed and managed to delivery.
Support FPP and other stakeholders to provide 'critical friend' support to Directors in the delivery of those plans.
Support stakeholders in the delivery and effective running of the Quarterly Business Review process.
Risk, Audit and Assurance
Provision of advice to Exit Operations (XO) Provide central expertise to support CSG's risk management, leading on the development of a risk management strategy and associated governance arrangements.
Accountable for driving forward risk maturity and embedding a risk management culture within CSG and building capability.
Manage the Risk and Assurance Board and assure risk registers across CSG.
Liaison point for Internal Audit and the National Audit office (NAO), agree protocol and processes and lead on the planning and discharge of the CSG contribution to audit activity.
Accountable for the tracking of the implementation of audit recommendations, to enable CSG to meet its corporate governance.
Ensure assurance activity is undertaken to provide 2nd line defence as required.
Security and Information
Provide Security & Information (S&I) partnering to all of CSG through leading on the management of information security and Information Management and ensure that HMRC records and information management policies are implemented within CSG business, for both internal and external data movements and exchange, security incidents, business continuity etc.

Person Specification:
– Applicants should be able to demonstrate their experience and capability in the following areas:
– Proven experience of business planning, risk and assurance working in a complex environment.
– Excellent leadership of teams within a business partnering model. A strong track record of building capability and engagement across multi–disciplinary and multi–site teams.
– Proven relationship management skills with senior stakeholders communicating and negotiating effectively to achieve quality outcomes.
– Strong collaboration and influencing skills and an ability to work closely with a range of senior colleagues, building and retaining their trust and confidence.
– Expertise in defining and building service standards and client/partner relationships.
– Experience of developing and translating strategies into delivery of transformational change and business plans.
– The ability to manage complex portfolios of work, covering both current and emerging priorities, and responding positively to challenge from senior stakeholders
