Job Title: Head of Service – COVID Operations (2 Month Contract)

Salary: GBP280 day rate

Location: (B7) Woodcock Street, Birmingham – Currently WFH

Working Week: 36.5 hours

Birmingham City Council are looking to recruit a Head of Service for their COVID Operations to own key elements of Birmingham City Council's Covid–19 response, including the council's Lateral Flow Device (LFD) testing programme, delivery of the council's obligations under the Government's PPE Offer and the development and delivery of a building reopening programme for the council. While under current Covid national restrictions this role will be home–based, however the role holder will be expected to travel to locations around the city, including the sites where key teams are located.

Duties & Responsibilities

* To work with the Programme Director and Director of Neighbourhoods to develop the structure of your teams to enable the council to respond in a timely manner to the ongoing and emerging needs of the pandemic.

* To strategically manage the council's Lateral Flow Device (LFD) testing programme. Working with senior stakeholders across the Council, including the Director of Public Health to ensure that the current LFD testing operation delivers against the agreed strategic objectives.

* To have direct line management responsibility for the Service Managers who operate the council–run LFD testing site and manage the 80+ agency staff delivering that service. The Service Managers also support the partner–run testing operation. To provide strong professional and managerial leadership across the team, including setting clear objectives and measures, managing performance and resources, and assessing impact and risk.

* To strategically manage the council's LFD testing expansion programme. Achieving this will require the development of efficient processes for the identification and commissioning of suitable sites, the development of a formal training and induction programme and putting in place suitable processes to ensure operational and clinical standards are being met at every site.

* To be responsible for the financial management of the LFD testing programme, ensuring the cost forecast is agreed and maintained as the strategy changes, for delivering the LFD programme in line with the forecast, and for reporting regularly on the financial health of the programme.

Skills & Abilities

* Substantial post qualification related experience in the public or private sector, including managing programmes, budgets and resources with high quality outcomes/satisfying client requirements.

* Experience of leadership and management of people in the public or private sector including experience of managing people, projects budgets and resources with high quality outcomes.

* Significant experience of building effective working relationships with stakeholders and influencing at all levels and areas of the business, including senior stakeholders and external partners.

* Ability to prepare reports involving complex issues and options in a clear and concise manner. Tailoring reporting styles to various stakeholders/audiences to ensure understanding and generate engagement.

* An Enhanced DBS and a Full UK Driving License is required for this role.
